The Role: We are seeking a Commercial and Contracts Manager to lead the procurement, mobilisation, and contract management of outsourced services across housing repairs, compliance, improvement works, and estate services. This is a pivotal role operating at the heart of property and asset management, with significant influence over performance, cost control, customer experience, and long‑term service transformation. You will provide strong commercial leadership during a period of change, moving services away from transactional arrangements toward collaborative, value‑driven partnerships. The role requires a balance of commercial rigour, people leadership, and a clear understanding of what high‑quality, resident‑focused housing services look like at scale. Key Responsibilities: * Lead contract and supply‑chain management across all outsourced housing services, including repairs, compliance, planned improvements, and estate services. * Ensure all suppliers deliver services in line with contractual requirements, performance standards, and value‑for‑money expectations. * Oversee procurement, mobilisation, and ongoing contract management activity in collaboration with property and procurement teams. * Manage and develop direct reports, setting clear expectations and supporting performance and professional development. * Monitor business performance through KPIs, data analysis, and reporting, driving continuous improvement and corrective action where required. * Lead budget management, cost control, forecasting, and financial reporting to support sustainable service delivery. * Identify, assess, and manage commercial risks and issues impacting delivery or customer outcomes. * Develop and maintain robust policies, processes, controls, and quality assurance frameworks. * Build strong, collaborative relationships with suppliers and partners to deliver high‑performing housing services. What We’re Looking For: * Proven experience in a commercial, contract, or procurement management role within housing or construction. * Strong understanding of contract management, cost control, and supplier performance management. * Background in property, surveying, estimating, or quantity surveying environments. * Confident leader with the ability to manage teams, influence stakeholders, and operate under scrutiny. * Strong analytical and financial reporting skills, with excellent attention to detail. * Ability to balance short‑term delivery pressures with longer‑term transformation goals. * Motivated by the opportunity to step up into a broader commercial leadership role. Qualifications Required: * Minimum Level 6 qualification, ideally in Quantity Surveying, Estimating, or a related discipline. * Professional membership (CIOB or RICS) desirable. * Strong commercial, procurement, and contract management expertise.
