We have an exciting opportunity to lead strategic planning and business management for the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme aims to deliver digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the Programme. Your role will support risk mitigation, issue resolution, and barrier removal to ensure alignment with the business case and value for money.
We seek candidates with a proven track record in managing complex financial information, driving value for money, and influencing ongoing investment.
Key Tasks include:
* Understanding the financial and economic cases underpinning the Programme’s business case and spending review bids.
* Aligning programme deliverables with strategic objectives within the business case and owning the change control process.
* Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams for affordability and value.
* Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers.
* Supporting investment and funding activities alongside the Programme Manager and Director.
* Ensuring adherence to governance and assurance standards.
* Supporting business management through whole-life cost allocations.
The Team:
The Digital, Innovation and Programmes team manages the Digital Strategy, shaping the delivery of digital services that transform environmental regulation. You will work in a multidisciplinary team alongside Defra shared services and third-party suppliers to develop user-centered online services and digital platforms that are efficient, simple, and fast.
Experience/Skills Required:
* Experience in fast-paced, dynamic programmes (beneficial but not essential).
* Extensive digital skills with Microsoft Office (Excel, SharePoint, PowerBI, etc.).
* Experience managing complex financial information.
* Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, RDEL, and recharges between Defra and EA.
* Experience with business cases, EA and Defra approval processes, and change control.
* Knowledge of governance around spend control and assurance processes.
* Proven ability to lead, engage stakeholders, and drive innovation.
