Job description
The role supports the delivery of highway development control schemes, providing advice, approval, and monitoring of development-related highway works, and managing legal agreements related to new and existing roads.
Key Responsibilities:
1. Process highway applications and technical approval under S38, S184, and S278 of the Highways Act 1980
2. Handle Stopping Up applications, Highway Licences, Projection Licences, and technical approvals under relevant Acts
3. Provide highways advice on new planning applications' impact on the highway network
4. Maintain compliance with current regulations, standards, and specifications
5. Negotiate with Legal Services and third parties on various applications
6. Prepare cost estimates for highway works associated with development management schemes
7. Attend and represent the Highway Authority in meetings with developers and other public sector officers
8. Visit sites to inspect works ensuring conformity to approved drawings and specifications
9. Manage a database of applications and financial transactions for the Development Management Team
10. Ensure engagement and communication with customers and stakeholders align with service excellence
11. Promote and adhere to corporate values and equality standards
12. Maintain robust health and safety practices
Job Requirements:
13. Qualified to a minimum of ONC/HNC, ideally Degree level in Civil or Highway Engineering / Transportation
14. Extensive experience in managing S38 and S278 projects including technical audits and adoption processes
15. Understanding of highways and transport policies and associated legislation
16. Strong knowledge of health and safety legislation within the construction industry
17. Demonstrated ability to manage multiple projects from inception to completion
18. Proven customer care skills and ability to interact with various stakeholders
19. Experience in supervising contractors and monitoring highway works
20. Good working knowledge of Microsoft Office Suite including Word and Excel
21. Full driving licence or ability to travel around the borough daily
