The pay range for this role will be £38,220 to £46,142 (pro rata for part time colleagues). We’re looking forward to welcoming new colleagues under this refreshed framework of pay, terms, and conditions. All new starters will begin at the bottom of the pay band to promote fairness and consistency. While the starting salary is fixed, the role offers excellent scope for growth, meaningful contribution, and being part of a forward‑thinking team.

What Is the Role Like?

As a Highways Engineer, you will provide specialist technical expertise in the shaping, coordination, and delivery of highway engineering and construction schemes. You will help ensure that projects and services are delivered safely, legally, and in alignment with Council objectives and wider strategies.

You will oversee the delivery of a range of engineering and highways‑related projects, ensuring they meet cost, quality, and time requirements. The role involves undertaking feasibility work, preparing detailed designs, and developing solutions to improve public space, deliver safer networks, and support the growth and development of the area.

You will frequently liaise with Members, the public, contractors, consultants, and external agencies, representing the service at meetings and consultation events. You will also support the development of policies, standards, and working processes, helping to ensure continuous improvement across the Highways function.

The role involves supervising contractors and consultants, monitoring progress, approving work, and ensuring the proper collection and management of data to support governance, legal processes, and informed decision‑making.


Key Responsibilities

* Oversee the delivery of highways and engineering projects to meet cost, quality, and time requirements.
* Prepare drawings, reports, briefs, specifications, contract documents, and designs for highways and engineering‑related schemes.
* Monitor project costs and progress, agreeing changes with contractors and consultants and keeping managers and clients informed.
* Conduct consultation and liaison with external bodies and the public, representing the Council at meetings and events and handling enquiries.
* Coordinate work with external agencies to ensure alignment with other workstreams and joint objectives.
* Apply technical expertise in feasibility studies, design, and development of engineering and transportation solutions.
* Analyse issues, risks, and opportunities to develop improvements that enhance public space and service provision.
* Provide technical advice, interpretation of policies, and evaluation of schemes, commissioning specialist audits where appropriate.
* Assist with the development and implementation of transportation services, engineering processes, and improvement schemes.
* Ensure accurate data collection and record‑keeping to support consultations, legal processes, and trend analysis.

What You Need

* Degree in a relevant engineering or traffic/transportation discipline.
* Working towards Incorporated Engineer (IEng) or equivalent professional status.
* Advanced knowledge of regulations, legislation, and processes relating to construction, highways, transportation, traffic, or engineering.
* Knowledge of contract and project management techniques, including cost and quality control.
* Advanced knowledge of health and safety legislation applicable to engineering, construction, maintenance, and repairs.
* Advanced knowledge and experience using technical software such as AutoCAD, GIS, databases, spreadsheets, and discipline‑specific applications.
* Experience of developing highway engineering schemes, through design to construction.
* Ability to supervise and direct contractors and consultants.
* Strong communication skills, able to explain technical information clearly to a range of stakeholders.
* Ability to travel between sites (public transport, or valid UK driving licence).
* Ability to work from our central offices and project site offices a minimum of two days a week.
* Ability to work occasional nights and infrequent weekends.
