Role responsibilities
* Lead the day‑to‑day management of the Infrastructure Agreement (IA) on behalf of TfW by being responsible for managing delivery of the Core Valley Lines (CVL) infrastructure management services to ensure compliance with committed obligations and milestones.
* Manage compliance processes and record all contract changes relating to the Infrastructure Agreement and Infrastructure Management services, developing contract change proposals and securing approvals before publication to ensure a robust audit trail.
* Design and implement contract management systems and processes for the IA and other rail contracts, ensuring compliant contract management provision.
* Mitigate the financial and commercial risks of the Infrastructure Agreement by recording risks and associated agreements to support value for money delivery.
* Manage the approvals process for all financial and commercial payments relating to IM Services under the Infrastructure Agreement, working with the Finance Business Partner to support timely and accurate payments.
* Manage commercial or performance payment claims between TfW and its contracting partners, working with the Infrastructure Owner team and other transport operations colleagues to secure value for money and quality services.
* Develop and implement procedures for contract management and administration in line with company policy and lead governance forums to ensure value for money of obligation delivery for Transport for Wales with its contracting partners.
* Manage the contract variation process for the Infrastructure Agreement by following processes and consulting stakeholders to ensure value for money is maintained.
* Provide expert advice on the implications of the various options for contract management, including resource planning and budget allocation, to ensure compliance with regulatory and legal requirements.
Who we’re looking for
* Degree or equivalent in business administration, law, accountancy, procurement and/or contract management.
* Demonstrable experience of contract or project management within organisational change or transformation programme.
* Demonstrable experience of managing complex and high value contracts in a regulated environment with a focus on post‑contract management.
* Demonstrable experience of taking a strategic approach to navigate complex commercial contractual discussions and contribute to long‑term business objectives.
* Demonstrable experience negotiating at a strategic level with senior stakeholders.
* Experience working collaboratively across multi‑disciplinary teams and working groups, supporting programme delivery in a complex, regulated environment.
* Competent in the use of Microsoft Office applications, particularly Excel and Word.
Welsh Language Skills
The ability to speak/write Welsh would make a great addition to your application, but it is not essential for this role. Transport for Wales supports and promotes the use of the Welsh Language by employees and will encourage them to develop, improve and maintain their Welsh Language skills through various learning opportunities.
