We are looking to strengthen our Operations team with a Lifting Lead/ Appointed Person based in the United Utilities region.
You will report directly to the Head of Construction, overseeing and coordinating lifting operations across multiple construction sites within a designated region. The role ensures all lifting activities are planned, risk-assessed, and executed safely and in compliance with relevant legislation, industry standards, and company procedures.
Key responsibilities will include:
* Manage, review, and update the MWHT lifting procedures, including all statutory paperwork and requirements, such as lifting team appointment letters, all lifting operations (directly controlled or subcontracted), and all lifting plant procedures (cranes, towers, crawlers, mobiles, excavators, forklifts, Hiab’s, etc.)
* Develop lift plan templates, emergency rescue procedures, schedules of common and complex lifts, check sheets, pre-start procedures, lifting accessories, PPE, communication methods, radios, hand signals, etc.
* Coordinate changes with SHEQ and Operations SLT.
* Lead the regional lifting team, including Appointed Persons (APs), Lift Supervisors, Slinger Signallers, Crane and Lifting Plant Operators.
* Act as the primary contact for all regional lifting operations, liaising with site managers, crane supervisors, slinger/signallers, and other stakeholders.
* Ensure proper establishment of lifting teams across projects, sign off project appointment letters, and review/approve lift plans, including complex and critical lifts.
* Manage and support the lifting team, hold regular lifting meetings, and standardize lifting operations and logistics across all projects.
Additional responsibilities include:
* Promote and enforce safe lifting procedures in accordance with LOLER, PUWER, BS 7121, and CDM regulations.
* Assist with site reviews and amendments to temporary work designs, scope, and crane working platforms.
* Conduct site visits, lifting audits, and inspections to ensure safety standards.
* Support SHEQ and operational teams in lifting incident investigations, lessons learned, and procedural reviews.
* Manage training requirements, ensure qualifications are current, and develop training plans.
* Lead lifting procurement, including framework agreements, contract lifts, and hire-only arrangements.
Essential qualifications and experience include:
* Over 10 years of project management experience focusing on lifting operations.
* Proven experience as an AP on large-scale construction projects.
* Extensive project delivery, strategic, operational, and technical management skills.
* Excellent communication skills for working with clients and stakeholders.
* CPCS Appointed Person (Lifting Operations) certification or equivalent.
* Management of Lifting Operations/NVQ Appointed Person qualification or similar.
* CITB Temporary Works Co-Ordinator Course or equivalent.
* IOSH Managing Safety or equivalent.
Desirable qualifications include experience in water and wastewater treatment plants, AP Lifting Operations Examiner Qualification, experience with heavy or complex lifts, and familiarity with digital lift planning software.
