This is a brand new role which presents exciting and significant opportunities to shape and deliver a Housing Delivery programme and help deliver our vision.
Reporting directly to the Assistant Director of Inclusive and Green Growth you will be the Council’s lead officer for housing delivery both on land owned by the Council and also working with developers and third party landowners to unlock and support difficult sites to come forward.
Working in partnership with local Registered Providers, Developers and internal council teams we are looking to diversify and accelerate the type and amount of housing delivered across Westmorland and Furness.
We are looking for a candidate with the following experience:
* Educated to Degree level or equivalent relevant experience
* Knowledge and demonstrable experience of leading housing delivery including appraisal and pipeline development, accessing grant funding, procurement and contract management, the planning process and development management.
* A strong track record of successful engagement with the housing sector, locally and nationally.
* Excellent written and oral communication skills with the ability to build effective relationships across sectors and influence a range of internal and external stakeholders in line with Council objectives.
* Significant demonstrable experience of effective procurement, commissioning and management of a wider range of external consultants and development stakeholders.
* Experience of leading cultural and behavioural change in support of new ways of working, to improve the experience or outcomes for residents and communities.
* Strong organisational and political acumen, with the ability to work with elected Members, internal colleagues and external stakeholders to build consensus, influence and shape housing delivery across Westmorland and Furness.
* A robust understanding of financial modelling and the drivers for investment decisions, including a working knowledge of financial and development appraisals.
* Able to motivate improved performance by suppliers, effectively challenging any gaps between contractual commitments and actual delivery. Ability to engage, influence and negotiate successfully with third party organisations.
* Highly numerate with excellent literacy, logical thinking, problem solving and analytical skills to identify trends, risks and new opportunities.
