Location


Bristol, Cardiff, Carlisle, Carmarthen, Crewe, Exeter, Itchen Abbas (Winchester), Leicester, Newcastle-upon-Tyne, Nottingham, Perth, Preston, Weybridge, York.

The agreed amount of time spent at a workplace for this post will reflect the requirement for Civil Servants to spend at least 60% of their working time in an organisation workplace with the option to work the remaining time flexibly from home.

Job description


As an IT Operations and Change Senior Analyst within IT Operations and Change, you will play a pivotal role in supporting the delivery of the Agency's Vision, Mission, and strategic objectives. You will provide high-level oversight for services and projects within your area, ensuring policies and operational procedures are applied effectively and teams are managed efficiently.

You will ensure APHA's IT services and products meet business needs, including transforming IT business applications, handling service escalations, managing IT risks and issues, and developing IT roadmaps. You will build a broad understanding of APHA's business processes and emerging technologies, particularly cloud platforms, to enhance and modernise IT services that underpin critical business activities and the wider IT landscape.

You will be required to carry out duties appropriate to the grade and purpose of the role including, but not limited to, the following:

IT Operations

Maintain service knowledge to ensure corporate IT services and APHA applications run smoothly, drawing on expertise from technical and business specialists as required. Act as a key interface between APHA and Digital, Data, Technology and Security (DDTS), handling escalations, complex requests, and queries. Identify and resolve operational risks in partnership with IT delivery partners, ensuring they are captured in the correct governance forums. Support major incident responses, including post-incident reviews and mitigation planning with DDTS.

Leadership and Management

Coordinate work across multiple teams, functions, or locations, ensuring alignment with APHA's strategic objectives. Monitor team performance, maintaining high standards and taking corrective action where needed. Support the professional and skills development of team members.

Stakeholder Engagement

Build strong relationships with internal and external stakeholders, ensuring communication is clear and objectives aligned. Collaborate across teams, create communities of practice for IT applications, and engage with business users to share best practice and service knowledge. Work closely with DDTS stakeholders to address shared challenges, reduce duplication, and deliver positive outcomes.

Data Analysis and Reporting

Produce and analyse accurate, timely data and intelligence to inform decision making and improve IT services. Develop processes and standards for monitoring and reporting, highlight issues and opportunities, and provide management information on key IT issues, supplier performance, and service improvements.

Continuous Improvement

Review existing processes and promote new ways of working, aligning with APHA and wider Defra practices. Identify and deliver opportunities for service and efficiency improvements, using technical and business expertise to ensure applications and services effectively support business needs.


Person specification


We are looking for candidates who can demonstrate the following skills and experience:

* Experience working in complex, multi-stakeholder environments to deliver effective services.
* Strong working knowledge of IT operations and IT change processes, with experience applying this to advise senior stakeholders and guide colleagues.
* Experience managing and developing teams, building professional skills and capabilities, and motivating others to achieve high performance.
* Proven ability to develop, produce, and analyse data, intelligence, and management information to inform decision-making and deliver positive outcomes.
* Skilled at articulating user requirements for IT/Data systems and translating technical detail into clear, accessible language for non-technical audiences.
* Strong communication and influencing skills, with the ability to build relationships across a wide range of technical and non-technical stakeholders, persuade senior colleagues, and support more junior staff on complex or contentious issues.
* Excellent planning, organisation, and problem-solving skills, with a keen eye for detail and the ability to deliver results in fast-paced and challenging environments.
* Adaptable and resilient, with a willingness to embrace and champion change.
* Knowledge and practical understanding of continuous improvement practices and how they can enhance IT and business services.

Technical Skills

* Applied knowledge of IT, digital, or data environments, or the capability to act as a lead or super user for business applications and databases.

Stage 1

CV Guidance

Your CV should consist of your career history, including any key achievements and your main responsibilities in each role and be no longer than 2 pages. Your CV will be used to provide further context on your Personal Statement and scored against the essential criteria.

Personal Statement Guidance

When completing your Personal Statement, please read and understand the Person Specification thoroughly, as this is what your written evidence will be assessed against. Please ensure you evidence the key personal qualities and experiences that align with the criteria. Consider the Person Specification and look to demonstrate how your previous experience may align with the expectations and be applicable to the role. The written evidence you provide must relate to your own experiences. Your layout is entirely your preference; you may choose narrative, bullets, etc.

We encourage you to use the full 750-word allowance of the Personal Statement but not to exceed.

During the interview you will be assessed based on:

The interview

The interview will follow a blended approach and will last approximately 45 minutes.

The Strength and Behaviour based questioning explores what the candidate can and has done, but also their potential.

Behavioural questions will explore what you have done in previous jobs or experiences as well as what you have achieved and/or learned.

Strength questions will explore what you enjoy and your motivations relevant to the job role.

Technical questions will explore your technical knowledge in specific areas.

Location
