Working Hours: 37 hours per week, Monday – Friday between the hours of 8:30am – 5:00pm
Worker Type: Hybrid Worker
Salary: Grade I - Starting Salary is £46,142 (Level one) rising to £49,282 (Level four) per annum
Location: Loxley House (NG2 3NG) will be the contracted base for this role, but the postholder will be expected to be able to travel to other sites, including Harvey Road, NG8 3BB, as needed.

About the Role
We are seeking a confident and collaborative procurement specialist to lead procurement and contract compliance within Property Services. This influential role oversees the tendering and management of a diverse portfolio of contracts worth up to £80 million each year, helping to ensure our services deliver high‑quality, cost‑effective outcomes for our communities.
You will lead the end‑to‑end procurement process—shaping early specifications, advising on sourcing strategies, and ensuring all tendering activity is compliant with Public Procurement Regulations and the Council’s Contract Procedure Rules. Working closely with commissioners, operational teams, finance and wider NCC procurement colleagues, and suppliers, you will help secure robust, effective contracts that align with service needs and organisational objectives.
A key part of the role involves building strong, positive relationships—supporting colleagues, resolving performance issues, and driving continuous improvement. You will also provide valuable insight through performance analysis, reporting, and clear recommendations that support informed decision‑making at all levels.
About You
The ideal candidate will have:
1. Experience in supporting the development of an overall procurement strategy which takes into account the requirements of the Service, users and a variety of stakeholders.
2. Experience in leading tendering exercises, including framework agreements.
3. Experience of leading the development of Sourcing Plans for specific goods and services, including the third sector (where appropriate).
4. Good knowledge Public Procurement Regulations including European Procurement Legislation.
5. Qualification in Procurement, Supply Chain Management, Business Administration, or a related discipline OR Equivalent knowledge and experience
6. Good written skills and ability to communicate in plain-English and avoid the over use of jargon.
