Head of Housing Improvement Strategy\n\nPAYE: £74.32 per hour\n\nLimited/Umbrella: £100.34 per hour\n\nFull time\n\n3 Months Initially\n\nSwindon\n\nAs the Head of Housing Improvement and Strategy, you will provide strategic leadership and operational oversight across a range of critical functions within Housing Services. You will be responsible for shaping and delivering housing strategy and policy, overseeing the implementation and support of core IT systems, and ensuring a strong customer focus across housing services.\n\nYou will lead on data governance, drive forward service transformation aligned with the Swindon Plan, and ensure compliance with social housing regulation including the Tenant Satisfaction Measures. Through effective collaboration and matrix management, you will work closely with colleagues across the council to improve service quality, resident outcomes, and operational efficiency.\n\nThe Head of Housing Improvement and Strategy plays a critical part in supporting safe, sustainable communities, enhancing resident wellbeing, and shaping service delivery in line with both corporate priorities and statutory duties.\n\nQualifications\n\n * Relevant housing or management qualification (e.g., CIH Level 5, degree-level, or equivalent experience) - Essential\n\nKnowledge and Experience\n\n * Proven experience at a senior level in social housing or local government - Desirable\n\n * Understanding and experience of the housing sector and awareness of the issues currently affecting the sector - Essential\n\n * Strong knowledge of safeguarding law and practice - Essential\n\n * Experience in working with elected members and external partners - Desirable\n\n * Ability to communicate effectively with a range of stakeholders - Essential\n\n * Strong understanding of diversity, equality and inclusion in service delivery - Essential\n\nAptitudes, Skills and Competencies\n\n * Excellent leadership and people management skills - Essential\n\n * Passion for the housing sector and service delivery to customers - Essential\n\n * Ability to identify data requirements and interpret data to formulate service delivery strategies – Essential\n\n * Highly developed and confident communication and influencing skills, both written and verbal – Essential\n\nOther Key Features of the role\n\n * Occasional evening and weekend work may be required.\n\n * This role requires travel across the borough and attendance at partnership and regional meetings.\n\n * The post is politically restricted under the Local Government and Housing Act 1989\n\nIf this role is of interest and you meet the above criteria, then please apply immediately
