Overview
Technical Engineering Support Officer – Norfolk & Norwich University Hospital, Norwich, NR4 7UY. Full time – 37.5 hours per week – Mon-Fri 08:00 – 16:00. 24 months fixed term contract. Salary £40,389.54 – £47,362.84 depending on experience plus basic Serco benefits.
This is a new temporary role required for a period of 24 months to provide support to the Contract Director in a high business risk area. The role reports to the Building Manager and is part of the Engineering Team, supporting both Centre of Best Practice (CoBP) work streams and operational work streams as required.
Main Accountabilities
* Asset lifecycle and service delivery information on site (electronic and hard copy) identified with each Estates Service Lead; extract required compliance/asset information to support CoBP audit question sets covering Electrical, Mechanical and Building service infrastructure within an acute Healthcare setting.
* Carry out detailed site surveys to gather information to produce detailed asset database information and written reports relating to key CoBP and operational data requirements.
* Review informal and formal audit findings with the Estates Service Lead; work with the CoBP Technical Manager and the Operational Manager to implement project and improvement plans, including client liaison, progress management, analysis and reporting.
* Produce rectification programmes for identified issues in collaboration with the operational team or approved third party contractors to meet agreed contractual timelines.
* Maintain information databases and create files/folders within the Estates Shared Drive to ensure an effective Health and Safety File is maintained; ensure data and reporting are accurate and up to date with changes communicated to stakeholders.
* Ensure CoBP tasks are identified within the CAFM system and completed with accurate recording and management of client information per local procedures.
* Support the site team to ensure the Site Estates Management Information Systems remain accessible and usable, working with the CAFM Manager where work affects day-to-day service provision.
* Site attendance is required on the working week to provide on-site support and ensure site/documentation familiarity is integrated and sustained.
* Mitigate financial and commercial risks from CoBP survey outcomes using the Site Estates Management Information Systems and deliver work streams to deadlines.
* Assist site estates teams in reviewing risk registers as a result of project outcomes.
* Work with site Estates teams and approved sub-contractors to ensure sufficient resource and focus for agreed programmes of work to achieve required outcomes.

* Understanding of lifecycle management and delivery.
* Experience with Computer Aided Facilities Management (CAFM) systems and Helpdesk.
* Ability to analyse and review technical information; customer-focused; pragmatic with a sense of humour.
* Accountable, detail-oriented, with strong planning and delivery capabilities.
* Effective communication across all levels of the Estates Team and client liaison; tenacious completer finisher.
Knowledge
* Knowledge of Healthcare Estates and Engineering systems; knowledge of Healthcare Estates Life Cycle and Estatecode.
* Understanding of technical and building standards as applied to Building Services; advantage if healthcare engineering experience.
* Knowledge of PFI contracting arrangements and liabilities would be advantageous.
Skills & Experience
* Proficient IT skills, experience in Microsoft Office (PowerPoint, Excel, Word), knowledge of CAFM and CMMS.
* Ability to learn complex Estates Document Management systems in a complex Acute Healthcare setting.
* Relationship management across technical healthcare delivery, collaboration with stakeholders.
* Excellent analytical skills; ability to communicate key messages clearly to aid decision making; capable of writing technical reports.
* Commercially aware and financially astute; ability to demonstrate leadership and build key relationships to support outputs.
Desirable qualifications
* NEBOSH Fire Safety certificate
* IFE Level 3 certificate
* Level 3 Award in Fire Door Inspection
* NVQ Level 2 Diploma in Passive Fire Protection
