The Role

Working within Airspace Modernisation Delivery, and supporting the Principal, Airspace Infringements team to deliver the airspace infringement strategy to reduce the number, and impact, of airspace infringements involving crewed and uncrewed aircraft in the UK as part of wider airborne conflict (mid-air collision) prevention.You will be reviewing Mandatory Occurrence Reports (MOR), data collation and trend analysis and the delivery of infringement prevention education.

You will provide technical input to the regulatory oversight of Airspace Infringement MOR through the correct application of CAP1404, engage with internal and external stakeholder, agree the CAA’s position on all airspace infringement matters at Local Airspace Infringement Teams (LAIT), and provide support the Principal Airspace Infringement in meeting AAA’s contribution to the CAA’s Mid-air Conflict Key Risk Area meetings.

Additionally, you will be accountable for broader secretariat duties for the Infringement Coordination Group (ICG) and Airspace Infringement Challenge Group (AICG) on a rotational basis with the other Airspace Infringement Specialists and enable the interfaces with other CAA business areas that are required to support the development of specific policy and regulatory outputs relating to airspace infringements.

You will be required to undertake travel within the United Kingdom, as on rare occasions abroad, to fulfil the role.

* Ensure effective engagement between the CAA and its stakeholders regarding the Airspace Infringement reduction measures.
* Participate in National and International meetings. .
* Support Airspace Modernisation Delivery Team members in identifying priority plans, milestones, and regulatory enablers for airspace modernisation in the UK. Coordinate and contribute to the delivery of the widespread uptake and education of VFR Moving Map technology and support in the development of any regulatory oversight.
* Archive and maintain all key AAA-related policy and regulatory outputs and ensure they are clearly accessible across the CAA.
* Provide SME input into CAP1404 and ensure it is reviewed at least annually.

Undertake secretariat duties to support the Airspace Infringement Challenge Group and, when required, deputise as chair in the Principal, Airspace Infringement’s absence to agree the CAA’s position on airspace infringement strategy:

* Arrange and minute meetings including liaison with GA Association leads and Air Navigation Service Providers’ representatives.
* Generate and circulate AI publicity material in line with agreed strategies.
* Manage meeting actions.

Membership of the Infringement Coordination Group to:

* Minute meetings to record root causes, contributory factors and disposal decisions.
* Identify causal factors leading to occurrence and recommend post-occurrence remedial action as required.
* Manage meeting actions, ensuring that CAA decisions are notifies to pilots in a timely manner thereby ensuring remedial training is completed within deadlines set.
* Circulate meeting disposal decisions to reporting ANSP.
* Coordinate the attendance of non-CAA 3rd parties as required.
* Manage and coordinate the production of educational material and provide input into the drafting of communications material.
* Support the Principal, Airspace Infringements in delivering the strategy for the reduction of Airspace Infringements in UK airspace based on widespread engagement with stakeholders and promoting effective engagement between the CAA and its stakeholders regarding the widespread reduction in Airspace Infringements.
* Provide input to and guidance of Airspace Infringement risk and mitigation during the development of new airspace structures and air traffic management procedures.
* Managing the annual analysis of Airspace Infringement causal factors.
* Develop a format for UK annual report on Airspace Infringement and report drafting.
* Analyse Tier 2 AI casefile and draft Regulatory correspondence to subject pilots.
* Collate Airspace Infringement intelligence data to enable the identification and oversight of Airspace Infringement hotspots and develop existing/new LAIT to manage emerging risks.

About You

Ideally you are a current General Aviation (crewed or uncrewed) pilot or have experience within the Air Traffic Service arena or have experience in aviation r egulat ion .You will have a good understanding of CAP1404, the MOR scheme and Just Culture, and have and can maintain a good general knowledge of developments in aviation, with an airspace focus.

* Confidently able to communicate in all forms, and comfortable to engage collaboratively across at all levels within the CAA and with our wider industry Stakeholders.
* Capable of using experience and making sound judgements to ensure consistency of CAA infringement strategy and to recognise wider policy implications and to ensure accuracy of technical input.
* Highly committed, reliable, flexible, and proactive in your approach.
* Able to work within a team environment but confidently work with minimum supervision.
* strong time management and project management skills to meet demanding deadlines.
* Possess good organisational discipline and the ability to work effectively within a multi-disciplined team.
* Experience and under understanding with IT and Microsoft Office applications.
* Knowledge of European and International institutions and their working arrangements.
* An understanding of the UKs Airspace Modernisation Strategy and related aims and objectives.
* Awareness of the CAA its structure and its working practice and procedures.
* An understanding of NATS and other ANSPs and their structures related to air traffic service provision and safety management.
* Understanding of UK General Aviation needs and operations.
* Demonstrate strong working relationships with technical and professional stakeholders and the UK General Aviation community.

Additional Information

For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

Relocation & Property


The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years’ time. Our move is driven by strategic, operational and environmental considerations. We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers. We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
