SUPPORTING COMMUNITIES, IMPROVING LIVES
Eastleigh Borough Council are actively seeking to recruit a new Technical Manager to join the existing The One Horton Heath development team.
At Eastleigh Borough Council we are committed to making a positive difference for all the residents, businesses and visitors to Eastleigh.
We are delivering on our promise to create sustainable and healthy communities within the Borough.
Our One Horton Heath project is well underway with several design and construction processes running and we now have a vacancy for a Technical Manager to support the team managing design production and delivery for the project. For more information about the project visit
About The Role
As Technical Manager you will lead, manage and coordinate design processes for key elements of the One Horton Heath project. You will be one of a team where each member leads their own workload of design packages. We expect that these will include complete design packages for residential sites of 100 – 500 houses as well as for non-residential uses across the site.
The successful candidate will have experience managing design at concept, all stages of Town & Country Planning, pre-construction detailed design and regulatory approval as well providing technical support to the subsequent procurement and construction processes.
You will initially provide input to procurement processes such as the necessary scope of services for different consultants, setting tender evaluation criteria and tender assessment. You will prepare and implement a Programme setting out the critical path for each design process, ensuring that all parties can provide information in a timely manner. As the central point for the design process you will ensure coordination between different design inputs including coordinating with colleagues on other parts of the project. You will use technical expertise and experience to ensure that all designs are compliant with current legislation and other standards, are well-coordinated and deliver upon the aspirations and requirements of the project. You will proactively work with consultants and team members to ensure that all necessary consents and approvals are in place, and that designs are well thought out and efficient. As necessary you will support construction teams to address technical issues or queries that may arise on site.
Above all, we will look to you to proactively lead design processes to ensure quality and excellence, maximise design efficiency and ensure strategic objectives as set out within the Project Brief are delivered.
About You
You will have a strong technical and construction knowledge, including a good working knowledge of design standards, building regulations, planning guidance and the funding criteria relevant to the construction sector. You will be able to prepare, interpret and implement a critical-path programme for a complex design process. The One Horton Heath is largely residential so housing experience is essential. As a major mixed-use development experience in other construction sectors will be beneficial – particularly the design and delivery of non-residential buildings. You will also have a track record of delivering large scale construction projects as Technical Manager and the natural ability to coordinate and focus multi-disciplinary teams and partners to get the desired outcomes. Naturally, this will require relevant professional qualifications, strong negotiating and business acumen and of course the drive and determination to make things happen. You will be able to lead and motivate others and have proven experience in being a strong and effective communicator and achieving results.
