Job Summary
Navy Command is pleased to offer an exciting opportunity to play a crucial role in supporting the Royal Navy’s operational capabilities and long-term development of Portsmouth Naval Base. This role is within Portsmouth Naval Base’s Infrastructure Directorate Team, working alongside Industry Partners KBS Maritime and other Defence departments. The post holder will be responsible for working collaboratively with Navy Command, MOD and Industry Partners in developing, implementing, promoting, and embedding effective Asset Management tools and systems across HMNBP. They will lead the Management of Infrastructure Asset Registers, records and the Portsmouth Infrastructure Data Management Strategy and processes.
His Majesty’s Naval Base Portsmouth (HMNBP) has been an integral part of the city since 1194. It is home to almost two-thirds of the Royal Navy's surface ships, including the new aircraft carriers HMS Queen Elizabeth; HMS Prince of Wales; the formidable Type 45 destroyers; Type 23 frigates; and mine countermeasures and fishery protection squadrons.
The base is a major employer and provides lodging facilities to RN personnel serving at the base and in Portsmouth based ships.
HMNBP is one of three naval bases providing enabling support as part of the nation’s defence strategy. In doing so, HMNBP seeks to improve through science and technology to strengthen its security and defence at home and overseas. This requires continuous improvements in building capacity, capability and resilience through its people. It is the home base for assigned ships and ship’s companies preparing for operations. A key component of achieving this support is the ability to deliver the full range of increasingly sophisticated engineering support services. Job Description
This role will work as part of team of Asset Capability Managers reporting to the Infrastructure Strategic Manager.
The successful candidate will;
* Support the delivery, strategic alignment, and periodic updates to Portsmouth Naval Base Estate Management Plan (EMP).
* Endorse Asset Management Plans (AMPs) developed by Industrial Partners including, managing and monitoring an effective audit and assurance programme aligned to the Strategic Asset Management Plan (SAMP).
* Identify and lead Asset Management improvement opportunities through data monitoring and reviewing of asset surveys and Material state condition of Maritime assets, Buildings, general Infrastructure, including the Heritage Estate.
* Identify asset Trends (i.e. recurring failures), collaborate with Capability Managers and relevant Technical Support to develop plans to mitigate Operational impact and provide assurance that assets are safe for operation (Safe-to-Operate), to determine asset Material State and condition.
* Support the review and development of the Annual Infrastructure Assessment and Asset Grading Model to provide material state for Maritime Infrastructure, including closed and listed Buildings and Monuments linking into wider MoD initiatives (SFG20, FCM & FDIS Programme).
* Champion good Asset Management behaviours across Portsmouth naval base in accordance with the spirit of ISO 55001.
* Understand and develop Customer and End User Requirements Documents (URD) for submission into the Capital Investment Programme.
* Perform an Intelligent Customer function on behalf of MOD Authority for Hard FM. Conduct periodic assurance activity in accordance with current commercial agreement and monitor Industry Partners’ performance against Contract deliverables and Performance Indicators (PIs).
* Engage at an appropriate level with Key Stakeholders including Customers and End-Users, other MOD and wider Defence Departments.
* Deliver Line Management responsibilities of 2 X Band HEO.
Person Specification
This is a fast paced and exciting role that will be ideally suited for someone knowledgeable in Asset Management or Facilities Management, with strong analytical and leadership skills to effect continual improvement across the Hard FM spectrum.
Candidates will be experienced in leading, managing and communicating across different functions, teams and organisations. They will also ideally possess the following skills;

* A good proficiency in the Microsoft Office applications of MS Word, MS Excel, and MS PowerPoint
