Role Summary
The Health & Safety Officer is responsible for ensuring that all waste management operations and offsite environmental service activities are carried out safely, in compliance with health, safety, and environmental legislation, and in line with company policies. This role supports site based and mobile teams by providing competent advice, conducting inspections, delivering training, and driving a positive health & safety culture across the organisation.
The position covers:
* On-site waste processing operations
* Offsite works (industrial cleaning, tank cleaning, drainage/jetting, spill response, remediation, etc.)
It requires a proactive individual with strong H&S knowledge, excellent communication skills, and the ability to influence safe behaviour in dynamic and high-risk environments.
Key Responsibilities
Health & Safety Compliance
* Ensure all activities comply with UK health & safety legislation (e.g., HSWA, PUWER, LOLER, COSHH, CDM where applicable).
* Maintain and update the company’s H&S policies, procedures, and risk assessments.
* Support compliance with environmental requirements affecting safe operations.
Site & Offsite Inspections
* Conduct routine H&S inspections at waste sites, workshops, yards, and offices.
* Perform safety audits of offsite works including confined space entries, high‑pressure water jetting, hazardous waste handling, and chemical cleaning.
* Identify unsafe conditions, behaviours, and equipment hazards, ensuring timely corrective action.
Risk Assessment & Method Statements (RAMS)
* Develop and review RAMS for waste activities and mobile environmental services.
* Ensure RAMS are communicated effectively to teams before work begins.
* Evaluate specialist risks such as:
* Confined space entry
* Working at height
* High‑pressure water jetting
* Hazardous substances
* Noise, dust, manual handling
* Vehicle movements and plant operations
Incident Management
* Investigate accidents, near misses, and environmental incidents.
* Produce clear investigation reports with root cause analysis and corrective actions.
* Support reporting under RIDDOR where required.
* Lead or participate in emergency drills (fires, spills, confined space rescues).
Equipment & Operational Safety
* Support safe use of vehicles, plant, and equipment (telehandlers, forklifts, MEWPs, tankers, jetting units).
* Monitor PPE compliance and suitability.
* Oversee maintenance of safety equipment (gas monitors, rescue equipment, harnesses, etc.).
Contractor Management
* Review contractor RAMS and safety documentation.
* Perform contractor inductions and oversight during high‑risk activities.
* Ensure supply chain compliance with safety standards.
Reporting & Monitoring
* Maintain accurate H&S data, logs, and performance indicators.
* Prepare monthly safety dashboards and reports for management.
* Track and analyse trends to prevent recurrence of incidents.
Culture & Engagement
* Promote a positive safety culture through visibility, communication, and engagement with staff.
* Encourage reporting of hazards and near misses.
* Support continuous improvement initiatives.
Personal Specification
Qualifications and Training
* NEBOSH General Certificate (minimum) (essential)
* Experience in waste management, industrial services, or a related high‑risk sector (essential)
* Knowledge of relevant UK legislation and best practice (HSGs, waste sector guidance, Confined Space Regs, etc.) (essential)
* Strong experience writing and reviewing RAMS (essential)
* Confined Space and/or High-Pressure Water Jetting awareness (desirable)
* First Aid qualification (desirable)
* Accident investigation training (e.g., ICAM, TapRooT) (desirable)
Experience
* Experience working across multi‑site operations and offsite project-based work (essential)
* Knowledge of ISO 45001 and integrated management systems (desirable)
* Spill response or hazardous waste experience (desirable)
* Driving licence - full UK licence (essential)
