Katie Bard are supporting a leading technology-driven Procurement services organisation in the public sector space in their search for a Construction Contracts Procurement Specialist to join their growing service delivery team.
This is an exciting opportunity to play a pivotal role in reshaping how councils procure and pay for construction services, through the roll-out of innovative early payment solutions that deliver tangible social and economic value.
As a key member of the service delivery team, you will take ownership of the procurement and contracts work-stream for early payment programs within the construction category. Unlike a consulting role, this position is focused on implementation and delivery embedding established solutions into client processes and ensuring legal and contractual compliance across all stages.
You will work closely with Local Authorities, public sector bodies, and internal delivery teams to ensure smooth integration of early payment offers into tender processes, leveraging your deep understanding of construction contracts and payment mechanisms.
Key Responsibilities
* Lead Implementation: Drive the procurement and contracts delivery for early payment programs across construction projects.
* Contract Expertise: Advise on and interpret JCT and NEC contracts, ensuring compliance with the Construction Act and associated payment processes.
* Legal & Commercial Problem Solving: Address complex contractual and legal queries, developing creative solutions within established frameworks.
* Process Integration: Support Local Authorities in embedding early payment options into procurement documentation and tender evaluations.
* Change Management: Promote adoption of new sourcing processes across departments and track impact metrics.
* Strategic Support: Partner with the Head of Sourcing & Procurement on bespoke improvement and automation initiatives.
About You
We are seeking candidates who bring strong legal and contractual understanding of the construction sector, ideally from one of the following backgrounds:
* Procurement or Contract Management
* Quantity Surveying
* Legal (construction, commercial, or procurement law)
You will be a creative problem solver with the ability to interpret and apply legislation and contract clauses effectively. While stakeholder management and engagement are beneficial, these can be developed the priority is legal and contractual expertise.
Essential Requirements
* In-depth knowledge of the Construction Act and construction payment processes
* Experience with JCT and/or NEC contracts
* Understanding of procurement and contracting within the public sector or local government
* Proven ability to analyse and resolve complex contractual issues
