Portsmouth Water are delighted to have an opening for an Economic Regulation Manager in our growing Regulation department. We are looking for someone to lead all economic and financial aspects of regulation, including economic and financial modelling, regulatory accounting and charges development. In this role, you will build success through a collaborative approach and by developing sustainable relationships. You will endeavour to provide a better service for both our internal and external customers and our colleagues. Key Responsibilities To lead on key economic and financial aspects of the five-year business plan to Ofwat (from 2027) Providing advice, guidance and expertise on regulatory and economic issues to colleagues across the business Management of tariff setting process for main charges and bulk supply charges, including analysis of the impact of tariff changes Development of cost allocation models to support pricing and charges Working with Finance team colleagues to ensure completion of financial tables for the Annual Performance Report (APR) in compliance with Ofwat guidelines Management of audit of financial tables in the APR and responding to Ofwat queries on the APR Modelling of financial flows and risk, including using Ofwat s RoRE metric Maintaining up to date populated versions of all Ofwat reconciliation models Ad hoc financial and economic modelling as required Represent Portsmouth Water in meetings and workshops with Ofwat, Water UK, Defra and other stakeholders Preparation of relevant board papers and materials for publication What do you need? Skills, Qualifications & Competencies Advanced Excel skills and experience of working with complex financial / economic models Ability to develop new approaches to meet complex and evolving Ofwat requirements Good written and verbal communications skills Experience of writing business cases or other policy documents Team player able to work across the organisation Good understanding of economic regulation and the periodic review process Experience of the water sector and/or regulated businesses Relevant qualification to degree level or equivalent We recognise people want to work in a variety of different ways, and that s why we re happy to consider flexible working arrangements.
