Responsibilities
of the Pre-Development Engineer:
1. Conduct technical due diligence on potential land acquisitions, assessing access, drainage, utilities, topography, and ground conditions
2. Develop early-stage engineering strategies including cut & fill, foundations, retaining structures, and drainage solutions
3. Commission and manage site-specific surveys and technical reports to support site appraisals and planning submissions
4. Coordinate with internal teams and external consultants to inform feasibility layouts and planning designs
5. Review and influence consultant design proposals to ensure alignment with planning policies and buildability requirements
6. Support the production of technical input for bids, board papers, and planning applications
7. Manage external engineers and consultants throughout the pre-planning process
8. Ensure all technical risks are identified early and provide value-engineered solutions to mitigate them
9. Provide handover documentation to the Technical team to support the detailed design stage
Requirements of the Pre-Development Engineer:
10. Previous experience in a similar role within a residential developer or consultancy (land, pre-construction, or technical engineering)
11. Strong understanding of residential site constraints and infrastructure strategy
12. Solid knowledge of planning processes, local authority engineering standards, and Building Regulations
13. Ability to coordinate multiple stakeholders and manage external consultants
14. Proficient in reviewing technical drawings and reports
15. Strong communication skills and a proactive, solutions-focused mindset
