Job Duties

The Virginia Department of Health (VDH) is dedicated to protecting and promoting the health of Virginians. The VDH is made up of a statewide Central Office in Richmond and 33 local health districts. The Chesterfield Health District provides public health services to the residents of Chesterfield County, Powhatan County, and the City of Colonial Heights.

The incumbent will be responsible for performance management, program supervision, program support, and leadership/community outreach & other duties as assigned.

Performance Management: supervise staff, increase performance, provide coaching and guidance; assures all performance management and HR activities are conducted in accordance with federal, state, and agency policies and timelines; identifies barriers to quality – suggests & implements methods to improve accuracy, completeness, consistency, timelines & customer satisfaction; takes measures to adequately implement the regulations of each program; develops positive relationships by managing conflict/personnel problems and gives positive reinforcement; promotes professional development through development plans.

Program Supervision maintains expert knowledge of program content, serves as resource/mentor and leads staff in implementing program objectives. Establish priorities and practices judgment in interpretation of regulations used by Onsite Environmental Health Specialists. Monitors and evaluates onsite septic system and private well permitting, manages workload to meet demand. Advises management of situations, which may require their attention. Provides technical expertise for administrative hearings. Evaluates the Onsite Sewage Disposal and Private Well, and Marina programs and undertakes steps to improve services. Assesses need; provide program orientation, education and training for staff concerning regulations, policies and procedures; ensure appeals, notice of alleged violations, informal fact-finding conference, permit voidances, and application denials are handled correctly and within time frames. Interact with non-elected local officials & other agencies concerning regulations, policies and procedures.

Incumbent will maintain an assigned caseload of septic system and well permitting, perform routine field inspections, and respond to complaints. Acts as lead staff in conducting enforcement investigations. Take appropriate enforcement actions and ensure compliance as necessary. Ensure that all staff provide clear communication to citizens regarding programmatic and regulatory requirements. Successfully completes DPOR Conventional Onsite Soil Evaluator (COSE) license within 18 months of employment. Existing staff with current COSE licenses must maintain their license in accordance with DPOR requirements.

May be required to perform other duties as assigned. May be required to assist the agency or state government in the event of an emergency. May be required by VDH to adjust work hours, location, and job duties and participate in training to meet public health business needs, including emergencies.

Minimum Qualifications

Knowledge of technical and operational aspects of environmental health programs.

Experience providing effective supervision and leadership of professional and technical staff.

Experience evaluating programmatic needs assessments, meeting quality standards for services, and evaluation of service delivery.

Experience identifying complex problems and reviewing related information to develop and evaluate options and implement solutions.

Strong communication skills, to include communicating effectively in writing as appropriate for the needs of the audience and conveying verbal information clearly.

Conducts required performance monitoring and appraisals, establishes clear performance expectations, addresses deficiencies in a timely manner, and documents underperformance in accordance with state guidelines

Additional Considerations

Experience in the administration of public environmental health programs

Environmental Health Specialist Senior certifications are preferred

Environmental Health Technical Specialist certifications are preferred
DPOR Conventional or Alternative Onsite Soil Evaluator License
