We are delighted to be partnering with a high-profile public sector organisation to recruit an experienced HR Transformational Change Manager for a 12-month fixed term contract. This is a pivotal leadership role offering the opportunity to shape, influence and deliver a fully integrated HR function within a values-driven, multi-site organisation. From a central base in Belfast, you will provide HR services across the organisation, supporting senior leaders and staff to embed a strategic, high-performance culture aligned to the organisation's Corporate and Business Plan objectives. The Opportunity This is a senior HR leadership role with responsibility for driving organisational transformation while ensuring excellence in operational HR delivery. You will lead on embedding strategic change initiatives, modernising HR practices, and strengthening leadership capability across the organisation. You will operate as a trusted business partner to senior leadership, playing a key role in fostering employee engagement and ensuring best practice HR policies, systems and processes are effectively implemented and continuously improved. Key Responsibilities HR Strategy & Policy Development Develop, implement and evaluate HR strategies aligned to organisational and transformation objectives. Lead the review and modernisation of HR policies and procedures in line with legislative requirements and best practice. Provide expert HR advice to senior leaders, managers and staff. Conduct benchmarking exercises and policy impact assessments to support continuous improvement. Promote equality, diversity and inclusion, ensuring compliance with relevant statutory obligations. Operate with professional independence, exercising sound judgement on complex or sensitive issues. Transformational Change & Employee Relations Lead and support organisational change initiatives, ensuring effective communication and engagement at all levels. Provide expert guidance to senior management and Board members on all HR matters. Oversee complex employee relations issues, including grievance, disciplinary and dignity at work cases. Liaise and negotiate with Trade Unions and Employee Representatives on organisational change matters. Prepare Board and Committee reports and attend meetings as required (including occasional out-of-hours meetings). Manage industrial tribunal casework documentation in conjunction with legal advisors. Lead or contribute to job evaluation and structural review exercises. Workforce Planning & Resourcing Develop and implement a workforce strategy incorporating succession planning, structural review and value-for-money approaches. Support strategic workforce planning to identify future staffing needs, efficiencies and capability requirements aligned to transformation plans. Performance Management Lead the embedding of a high-performance culture through effective performance management frameworks. Equip managers to manage performance effectively, including addressing underperformance and driving continuous improvement. Ensure effective communication of employment matters across departments. Reward Support implementation of annual pay awards in line with departmental guidance. Learning & Development Develop and deliver a comprehensive learning and development strategy, including leadership development to support change and transformation. Identify organisational training needs and deliver in-house training solutions. Liaise with external providers and evaluate training effectiveness. Health & Safety Ensure compliance with health and safety legislation, including appropriate risk assessments. About You We are seeking a confident, credible and resilient HR leader with strong experience in organisational change and transformation, capable of operating at both strategic and operational levels. Essential Criteria: Degree (or equivalent professional qualification) in Human Resources. Associate Membership (or higher) of the Chartered Institute of Personnel and Development (CIPD). Minimum 3 years' experience (within the last 5 years) leading a team to deliver a value-added HR advisory service covering the full employee lifecycle. Minimum 3 years' experience supporting senior leaders and teams through organisational change. Strong experience in employee relations, policy development and stakeholder engagement. Why Apply?
