We offer an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation.
You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme. Your role will support risk mitigation, help remove barriers to delivery, and ensure value for money aligns with the business case.
We seek someone with a strong track record in managing complex financial information, capable of collaborating to drive value and influence ongoing investment.
Responsibilities include:
1. Understanding the financial and economic cases underpinning the programme’s business case and spending review bids.
2. Aligning programme deliverables with strategic objectives, owning change control processes.
3. Supporting the Programme Manager to ensure changes to time, cost, and quality are assured, working closely with delivery teams for affordability and value.
4. Managing queries from senior stakeholders and delivering regular financial and programme reporting.
5. Supporting investment and funding activities alongside the Programme Manager and Director.
6. Ensuring adherence to governance and assurance requirements.
7. Supporting business management through whole life cost allocations.
The Digital, Innovation and Programmes team directs the digital strategy across E&B, shaping delivery of user-centered online services and digital platforms to improve efficiency and user experience.
Ideal candidates will have digital skills across Microsoft products, experience managing complex financial data, and knowledge of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL.
Additional desirable experience includes working in fast-paced digital programmes, managing business cases, governance, and stakeholder engagement, and familiarity with digital project delivery.
