Job Overview

We have an exciting opportunity for an individual to work within the Estates & Facilities Division, as a Senior Estates Design Officer (Electrical). The post holder will develop, design and manage schemes from inception/feasibility through post‑project evaluation, and will manage external multi‑disciplinary consultancy teams, making judgements on complex estate and design issues, taking into account legislation and conflicting demands. The role involves a wide range of capital schemes, medium size to large multibillion developments, and will assist other Capital Estate Design Officers in an advisory capacity. The ability to speak Welsh is desirable.


Main Duties

* Develop, plan and manage Health Board capital projects, liaising with contractors, stakeholders and suppliers to meet requirements, budgets and timelines.
* Proficient in the use of CAD/BIM to produce technical drawings and other packages.
* Manage or actively participate in the development of outline & full business cases, working with other Health Project Teams, to demonstrate improvements in quality and effectiveness of patient services in line with the Estates Strategy, and provide specialist technical knowledge and respond to technical scrutiny from Welsh Government.
* Authorise official orders to main contractors and external consultants, check invoices against the Health Board’s standing financial instructions, negotiate settlement of final accounts to ensure audit compliance.


Qualifications and Knowledge

Essential
* Degree in a Building/Architectural discipline, or professional knowledge equivalent to degree level in Electrical/Building discipline, with significant post‑qualification experience.
* Recognised management or supervisory qualification, or proven equivalent experience and knowledge.
* Evidence of continuing professional development.
Desirable
* Specialist knowledge acquired through courses or experience.
* Working towards Chartered status.
* Proficiency in AutoCAD and BIM.


Experience

Essential
* Experience in building/engineering professions.
* Appropriate work experience within the industry.
* Freedom to act to their own ability and on behalf of the Health Board.
Desirable
* Experience within the NHS.
* Project management of schemes within the healthcare environment.


Aptitude and Abilities, Skills

Essential
* Ability to work under pressure.
* Computer literate.
Desirable
* Preparation of reports.
* Financial control systems.
* Able to contribute in a team environment.
* Ability to speak Welsh.


Personal Qualities

Essential
* Good communicator.
* Available for out of hours working.
* Able to travel to all sites within ABUHB.
* Freedom to act to their own ability and on behalf of the Health Board.
Desirable
* Self‑motivated.

* Ability to get on with people.
