Purpose of the Job
* Identify, develop, and ensure adoption of the Quality, Health, Safety and Environmental strategy for the Divisional Business in line with the Group’s QHSE strategy, policy and process.
* Fulfil duties incumbent on the appointed competent person for Health, Safety and Environmental management within the Divisional business.
* Establish and develop collaborative relationships with operational functions to facilitate a holistic risk identification and reduction approach.
* Direct and manage implementation of the Divisional QHSE strategy to ensure a safe, healthy and environmentally compliant working environment, while furthering best practice standards within the Division and supply chain.
* Ensure collaborative working partnerships and peer‑to‑peer relationships are established within the customer base and primary supply chain to achieve objectives, promoting best practice and consistently high standards.
* Maintain necessary relationships with third parties including Enforcement agencies and audit bodies to reduce risk and continually improve QHSE performance.
* Monitor, analyse and review whole‑division QHSE performance and trends, identify initiatives and differentiators to ensure continual improvement and consistency across Business Units to support growth.
Key Responsibilities
* Develop, implement, manage and review the Divisional QHSE business plan and objectives in line with the Group’s strategic QHSE plan.
* Forecast and plan long‑term policy and resource requirements.
* Liaise with the MD, Divisional BU leaders and Customers to ensure expectations are understood and delivered, enabling risk exposure management.
* Serve as the appointed competent person for Health and Safety, ensuring role responsibilities are fulfilled.
* Direct and manage audits to maintain compliance with Divisional and Group policy and strategy.
* Maintain an annual schedule of internal and supplier audits.
* Manage Divisional QHSE resource requirements and facilitate dialogue for specialist QHSE resources.
* Lead initiatives and best‑practice activities in all QHSE areas, promoting CBRE values.
* Develop and maintain the Divisional QHSE training strategy and support delivery of QHSE competence standards.
* Establish QHSE Champions throughout the business and develop their objectives.
* Manage the relationship with externally sourced QHSE resources.
* Ensure achievement of agreed functional standards and service level agreements.
* Compile performance reports and maintain monitoring, analysis and review against metrics and standards to drive improvements.
* Support industry best practice, business competitiveness and learning organisational development.
* Provide effective business communication through leadership, advice, reviews and direct contribution to meetings, briefings and reports.
* Support health, safety and environmental aspects of new business winning through solutions development, bid review and mobilisation support.
Accountabilities
* Accountable to the CBRE GWS UK QHSE Director.
* Functionally responsible to the Divisional MD – UK.
Education
* Post‑graduate level education with formal qualification in occupational health and safety management and environmental management.
* Significant and relevant post‑qualification experience.
* Formal management qualifications in environmental or safety management system auditing.
* Formal qualifications in engineering (electrical or electronics) or Facilities Management.
Accreditation
* Membership of IIRSM or IOSH at Specialist level or higher.
Training
* Demonstrable career showing continuous personal development in the QHSE field.
Experience
* Specialist and strategic higher managerial experience in Health, Safety, Quality and Environmental Management.
* Practical knowledge of liaising with enforcement agencies and insurers.
* Experience in risk management strategy development and implementation.
* Best‑value analysis of QHSE resource support provision.
* Monitoring and analysis of management system performance.
* Development and implementation of policy and process.
* Environmental risk and resource evaluation/management.
* Positive articulation of QHSE objectives and outcomes.
