THE ROLE At Caledonian Sleeper Limited (CSL), safety is the foundation of our operations and culture. The Head of Health, Safety, Security, Quality & Environment (HoHSSQE) is a key member of the Operations team, providing strategic oversight across all areas of the business to ensure safe and effective service delivery. As a regulated Railway Undertaking, CSL operates in a complex environment requiring strict compliance with safety standards. The HoHSSQE leads the organisation in meeting these obligations, implementing and continuously improving the Safety Management System and associated policies to reflect best practice and evolving standards. This role drives proactive risk management through audits, assessments, and corrective actions, embedding a culture of safety and accountability across CSL. Collaboration is essential, working closely with internal teams, regulators, and suppliers to ensure shared commitment to safety and quality throughout the supply chain. In short, the HoHSSQE is both a compliance leader and a champion for excellence, safeguarding the health and wellbeing of our guests and colleagues and ensuring every journey meets the highest standards of care and diligence. Reporting directly to the Operations Director, this position will lead HSSQE on behalf of the business and also be responsible for reporting into the Safety, Health and Environment Committee chaired by our parent company Scottish Rail Holdings. ROLE OVERVIEW We are seeking a strategic and influential HoHSSQE leader to: · Develop and implement the group-wide Health, Safety, Security, Quality and Environment strategy and policy framework. · Lead assurance activities across all operations to ensure compliance, risk management, and continuous improvement. · Champion a culture of safety, integrity and excellence, aligning with external statutory requirements and internal standards. · Partner with senior leaders to embed safety, quality and sustainability into the core business decisions and guest experience. RESPONSIBILITIES Leadership & Strategy: · Define and implement the HSSQE strategy in support of the CSL Leadership team and business objectives. · Lead and mentor a team of HSSQE professionals, fostering a culture of safety and quality. Policy Development: · Develop, review, and update HSSQE policies and procedures to ensure compliance with all applicable laws, regulations, and industry best practice. · Ensure HSSQE policies are effectively understood, communicated and implemented across all business functions. Compliance & Risk Management: · Monitor and ensure compliance across the business with health, safety, security, quality, and environmental regulations in collaboration with the CSL compliance team. · Responsibility for the compliance of the CSL Railway & Other Guided Transport Systems (ROGS) Safety Certificate application document and supporting safety management system to ensure ongoing certification by the Office of Rail Regulation (ORR). · Ensure appropriate risk assessments are in place and supported for all areas of safety risk within the business. · Ensure compliance with the change management process (CAP) and all associated file archives. · Evaluate all available technology to optimise HSSQE performance across the business. Training & Competency: · Work collaboratively with the Learning & Development team to ensure mandatory safety related training is delivered and supported across the business. · Provide oversight and assurance for the management of Safety Critical competence for all safety critical staff at CSL. Incident Management: · Oversee incident reporting and investigation processes, ensuring thorough analysis and corrective actions are implemented. · Act as the Designated Competent Person (DCP) for both formal and local investigations. Report on accidents/incidents and undertake investigations as required. Stakeholder Engagement: · Collaborate with internal and external stakeholders to promote best practices in HSSQE. · Act as the business lead for the organisation in HSSQE-related matters with regulatory bodies including the ORR, RAIB and RSSB. Environmental, Sustainability & Governance: · Lead environmental management activities, including sustainability initiatives and waste reduction programs. · Ensure and support the organisation's commitment to ESG responsibilities in accordance with Scottish Government Policy. Management Reporting: · Prepare and present reports to the Senior Management team on all HSSQE matters using data to identify trends and overall safety performance. REQUIREMENTS Essential skills, knowledge and qualifications: · Educated to degree level in Occupational Health and Safety, Environmental Science, Engineering, or a related field (or equivalent experience) · NEBOSH Certificate or Diploma (or equivalent) in Occupational Health & Safety Management · Advanced written and verbal communication skills, with the ability to articulate key messages to influence stakeholders at all levels · Highly proficient in the use of the Microsoft Office suite including Word, Excel, PowerPoint, SharePoint, etc. · Evidence of relevant and up-to-date CPD Desirable skills, knowledge and qualifications: · Significant experience in a management role covering operational safety in a railway or other safety-critical transport environment (highly desirable) · Certification in ISO 9001, ISO 14001, ISO 45001 or equivalents · Knowledge of different business functions/disciplines (finance and commercial, legal, operations, safety, risk, HR, operational excellence, IT, sales, marketing, and communications) · Experience carrying out safety risk assessments and developing operational standards/procedures · Experience delivering or managing the delivery of a training and competence regime for safety-critical workers · Thorough understanding of health and safety management obligations (including statutory obligations), requirements and dynamics Additional/special features of the role: · Designated “Professional” Head of Railway Operational Safety · Safety Leadership Role, with a requirement for visible leadership including Safety Leadership Tours and inspections outside of normal office hours · Designated point of contact for the Department for Transport on security issues, for which CTC Security Clearance is required OUR VALUES: TOGETHERNESS, RESPECT, INTEGRITY AND PASSION The requirements of this role align with our core values in the following ways: · Togetherness : fosters cross-functional collaboration, builds a unified approach to risk management, and creates a shared sense of purpose. · Respect : promotes an inclusive safety culture, values diverse perspectives, and empowers all staff. · Integrity : upholds governance, compliance, and ethical standards; ensures accurate reporting and robust investigations. · Passion : drives proactive safety improvements and guest-focused service with energy and enthusiasm.
