Description The Service & Team: An exciting opportunity has arisen in the Environment Service for a Flood and Coastal Erosion Risk Asset Manager, working in the forward-thinking Environmental Resilience and Adaptation Team. The Environmental Resilience and Adaptation Team plays a key role in the strategic planning for of a variety of climate risks faced by the region. Our role in managing these risks is delivered via a variety of statutory responsibilities, and the declaration of a Climate Emergency which led to the production of a Cornwall Climate Risk Assessment. In assessing, managing and mitigating these risks, we aim to make Cornwall and its people more resilient and adaptable to a changing climate. The Role: The Flood and Coastal Asset Manager is responsible for the management of Cornwall Council's key flood and coastal erosion risk management assets as the Lead Local Flood Authority under the Flood and Water Management Act (2010) and Coastal Protection Authority under the Coastal Protection Act (1949) As the Asset Manager, the role is responsible for monitoring and maintaining the condition of assets to ensure they continue to function efficiently and provide flood risk and coastal erosion benefit to people and communities. The role holder will oversee and be responsible for, the Flood and Coastal Erosion Risk Management (FCERM) capital maintenance programme, revenue inspection programme, watercourse maintenance programme and, where necessary, the commissioning of works (capital and revenue) to maintain existing flood and coastal erosion risk infrastructure. The capital and revenue programmes are delivered by service delivery teams within Cormac, an arm’s length organisation to Cornwall Council, of which the role holder will perform the client role. Working with other colleagues the role is responsible for the maintenance of the statutory Flood Risk Asset register which indicates structures deemed to have an impact on flood risk within Cornwall. The role will be required to build on an existing asset inspection regime, and investment programme to ensure assets are maintained to the correct standard. As well as the maintenance of existing assets, working closely with other members of the Connectivity and Environment service, the role is also responsible for the development and management of a proactive programme of new capital works to improve the council’s effectiveness in reducing localised flood risk. The role holder will be the key point of contact in relation to localised flooding issues relating to assets and liaise as necessary with internal service areas, local elected members, and the public, as well as partner organisations such as the Environment Agency and South West Water (SWW). This is a public/customer-facing role, where the statutory English language requirement for public sector workers applies. This position will be subject to a basic criminal record disclosure check. Working Pattern: This role is for 37 hours per week across Monday-Friday, in the standard Cornwall Council working pattern.. What you’ll need to succeed: We are looking for someone with experience in the flood and coastal sector who has specialist technical knowledge of managing assets, along with a proven track record of leading and developing and managing capital and/or revenue asset management programmes. You will be able to engage and liaise with a varied range of stakeholders, suppliers, customers and internal colleagues and will be able to lead discussions and make informed decisions regarding assets in order to achieve the longer-term strategic goal and vision of reducing risk to communities.
