Overview
To lead on procurement for a range of goods and services within a defined category, ensuring the distribution of non-pay expenditure within the category is applied in the most cost‑effective manner and that all wards and departments receive timely delivery.
The role includes leading all strategic procurement with a value of £50k and above, managing procurement exercises in accordance with Trust Standing Financial Instructions and current Public Contracts Regulations, and identifying and achieving cost improvements to meet or exceed CIP targets.
As the category lead, you will act as an ambassador for the Procurement Department, influence Trust staff in their choice of products (balancing cost and quality), and professionalise the handling of all queries and complaints. Your category knowledge and expertise should persuade and drive positive change throughout the wider organisation and regional health system.
Responsibilities
* Take the lead on the defined category and be recognised within the Trust as the category authority.
* Work closely with managers and staff in procurement matters, providing sound professional and technical advice to achieve continuous improvements.
* Represent the Trust regionally and nationally in relation to the defined category.
* Identify and help deliver key department goals.
* Take an active role in developing and delivering the annual Procurement work plan using various procurement techniques.
* Support market, supplier and product research to inform best‑value purchases.
* Tackle the purchase of goods by developing contracts and new, innovative methods of evaluating quotation returns to maximise commercial opportunities.
* Support activity on contracting and tendering for goods and services, and provide management information when required.
