His Majesty's Naval Base Clyde, Faslane Site. Job Summary His Majesty’s Naval Base Clyde (HMNB Clyde) is home to the United Kingdom’s Strategic Nuclear Deterrent, Astute Class Attack Submarines, Mine Hunting and Diving Threat Exploitation Groups and 43 Cdo Royal Marines. It is an operational support and maintenance base, within Navy Command and comprises both Faslane and Coulport sites. HMNB Clyde’s primary purpose is to provide engineering and logistical support to the Royal Navy in maintaining Continuous at Sea Deterrent (CASD). This is achieved by ensuring at least one Vanguard Class submarine is on patrol at sea every day of the year. HMNB Clyde provides an open, flexible, and supportive work environment where Civil Servants, Armed Forces personnel and Contractors work together in an abundance of operationally focused and exciting roles. Job Description With significant investment underway at HMNB Clyde to prepare for the arrival of two new classes of submarine and future military capabilities, this is an exciting opportunity to contribute directly to the operational effectiveness and wellbeing of Royal Navy personnel. As the population at HMNB Clyde grows, this role is key to ensuring that people services keep pace with demand and reflect modern standards of living. You will be responsible to the Captain of the Base (COB) and Naval Base Commander Clyde for overseeing the delivery of a range of real-life support and people services, influencing estate development, and leading initiatives that enhance the quality of life and overall experience of personnel. You Will: Shape future infrastructure, contracts, and capability needs in line with the long-term vision. Lead the personnel support strategy to enable delivery of Base outputs and ensure efficient use of resources. Drive improvements in wellbeing and quality of life through targeted people services and action plans. Champion initiatives that enhance health, wellbeing, and lived experience across the Base community. Act as COB’s Senior Intelligent Customer for Soft FM, ensuring supplier performance and value. Deliver high-impact analysis and performance reporting to inform senior decision-making and optimise service delivery. Develop and influence the Business Plan, Annual Budget Cycle, and Infrastructure Programme, embedding People Capability in strategic priorities. Build effective relationships with internal and external stakeholders, including Senior Civil Servants and military colleagues. Lead and develop the HMS Neptune team, cultivating a culture of inclusion and excellence. The Ideal Candidate Will Have: Experience leading teams in dynamic environments, fostering an inclusive and high-performing culture. Evidence of leading and delivering initiatives, interventions, or projects that improve services, infrastructure, or wellbeing outcomes. Strong analytical skills, with experience using data to drive evidence-based decision making, track performance, and support senior-level reporting. Proven ability to manage competing priorities, adapt to changing demands, and deliver at pace.
