Job description
We're looking for a proactive and experienced communications professional who can develop effective communication plans, evaluate impact, and work collaboratively across multiple services to deliver excellent internal communications and engagement.
You will act as part of a flexible team to deliver internal communications and engagement functions. You will lead and shape internal engagement activity and act as a point of contact for internal communications within the Planning Inspectorate, sourcing, planning, drafting and publishing engaging content to increase employee engagement.
Working alongside another part time Internal Communications and Engagement Officer, you will contribute to the delivery of regular, targeted, effective and engaging internal communications, identifying opportunities and drafting high quality content. You will deliver regular all-staff briefings, support employee engagement events, and gather insight on staff communication needs to inform channel selection and improve effectiveness through evaluation.
You will support Planning Inspectorate units to devise, deliver and evaluate effective communication plans for their projects and initiatives.
The role requires establishing and maintaining close relationships with internal stakeholders across the organisation, working collaboratively to support delivery of strategic objectives while maintaining high standards of propriety and ethics.
Salary
New entrants to the Civil Service are expected to start on the minimum of the pay band. Internal rules apply to existing Civil Servants, i.e. level transfers move on current salary or the pay range minimum, transfers on promotion move to new pay range minimum or receive 10% increase. Either case is determined by whichever is the highest.
This role is being advertised at HEO Grade.
Salary range for this role is £36,396 - £39,424
Working hours:
Part time at 22.2 hours, flexible working hours policy available.
Office Attendance
This role is contractually based at Temple Quay House, Bristol which is currently out of use due to undergoing refurbishment work. In the interim, we have the use of alternative office space in very close proximity to Bristol Temple Meads railway station. We recognise and value the mutual benefits of hybrid working and have a flexible approach to in person attendance, which can vary dependent on the requirements of individual business units - the details of which can be discussed with candidates if invited to attend an interview.

Essential Criteria
* Experience of working within a multi-disciplined team with competing demands and working effectively with stakeholders outside of own immediate area.
* Experience of drafting communication plans, using data and audience insight to identify target audiences and partners, and appropriate channel choices to maximise reach.
* Experience of designing and delivering internal communication content and staff events, delivered to a high quality, with understanding of accessibility considerations and evaluation methods.
* Understanding of organisational functions, roles and communication requirements, to enable the design of contextualised and tailored content for internal audiences.
* Experience and ability to write for a variety of audiences, across a mix of channels, clearly in plain simple language, expressing ideas effectively, both orally and in writing, and with sensitivity and respect for others.
* Proficiency in checking spelling and grammar and learning from previous inaccuracies.
* Excellent written and oral communication skills including the ability to communicate clearly and effectively at all levels.
* Computer literate, including high level knowledge of Office 365 and MS Office applications (Word, Excel and PowerPoint) and experience using Internet and intranet platforms.
Desirable Criteria
* Awareness of the government communications discipline and the functional role communications plays across the Civil Service and wider public sector, including understanding of Government Communication Service (GCS) standards for accessibility and behavioural communications.
* Experience of using WordPress and design applications (e.g. Canva, InDesign, Photoshop).
* Understanding of behavioural insights and their application to workplace communications.
