Job summary
Developing a consistent approach to transformational change within the Trust and with wider system partners will be a key part in delivery of the Trust's ambition to become the best Rural District General Hospital and will support in the delivery of the Trust's strategic ambition and financial strategy and initiatives.
As we move into a Group model, we aim to further develop our Transformation capacity and capability. The Transformation Team will include functions such as the Programme Management Office (PMO), responsible for monitoring, reporting and driving the clinical and corporate directorates to deliver projects and programmes across the Trust and ensuring programme governance oversight and assurance; and the Transformation team responsible for programme management of complex change programmes, working alongside Senior Responsible Owners (SROs).
This role is responsible for delivery at both Trust and Group level. We are seeking an experienced leader who can empower the team and deliver key priorities during a period of significant change.
This secondment post is only available to employees who currently work within the Norfolk And Waveney NHS system
Main duties of the job
* Leadership of the transformation team - Working closely with wider transformation and change management colleagues at all levels.
* Leadership of Change Practice - Developing and continuously improving the Trust's approach to professional change management, including joint workforce development with system partners to aid recruitment and retention of permanent staff.
* Planning and scheduling - Ensure systems are in place to enable effective project and programme planning and scheduling.
* Monitoring and reporting - Manage project/programme controls, reporting project/programme status. Develop performance reports and maintain consolidated action logs, progress updates, risks, issues, dependencies and milestones.
* Admin - Ensure organisational tasks are carried out efficiently. Manage compliance of the programme against quality, financial, and operational controls. Support the general running of the programme management office.
* Resources - Assist in the development and maintenance of programme management tools and documents.
* Stakeholder - Manage and engage with a wide range of internal and external stakeholders.
* Financial control - Track project savings and contribute to the project/programme business case where applicable.
* Risks and Issues - Identification and monitoring of programme and project risks, issues and interdependencies.
The role will operate at Trust and Group level.

Person Specification
Qualifications Essential
* Educated to degree level or demonstrable equivalent experience
* Relevant Project Management qualification
* Significant experience training/experience in programme management
Desirable
* A financial qualification (preferably chartered accountant e.g., ACA, ACCA, CIMA)
Experience Essential
* Programme and/or Project Management experience including the development of project management frameworks, monitoring, and review processes
* Delivering objectives to timescales and finding innovative solutions to complex problems
* Proven track record of developing good working relationships with divisional managers and clinicians to deliver programmes
* Using data and benchmarking tools to inform decision making
Desirable
* Working as a PMO manager, preferably in an acute Trust.
Skills, abilities, and knowledge Essential
* Applied knowledge of programme management tools and performance management frameworks
* Strong understanding of governance and risk management processes
* Solid understanding of the NHS regulatory framework
Desirable
* Comprehensive knowledge of financial management in the NHS
