Regulatory Controller Trade Effluent | United Utilities | Blackburn | £46,359

We are looking for a Regulatory Controller Trade Effluent to play a key role in the control monitoring and regulation of trade effluent discharges across the North West. This is a field‑based role supported by a company provided vehicle, enabling you to carry out site visits, inspections and investigations effectively.

In this role you will be instrumental in protecting our wastewater network through robust regulatory control and close engagement with non‑household customers, ensuring discharges remain safe, compliant and environmentally responsible. You will operate in a highly customer‑facing environment, communicating regularly with a wide range of sites and site contacts, building strong professional relationships while maintaining a clear regulatory and policy‑driven approach.

You will join a friendly, professional and highly motivated Trade Effluent team where collaboration, technical expertise and a shared sense of purpose underpin everything we do. The team is highly experienced and supportive, providing a strong knowledge base that you can learn from, draw on for advice and contribute to as you develop in the role.

About The Role

This role focuses on the control and monitoring of trade effluent discharges into sewers and wastewater treatment works, while providing accurate, reliable data to support the recovery of wholesale treatment costs.

You will report directly to the RCTE Lead for your area and work as part of the Lancashire and Cumbria team, while also supporting and collaborating with wider RCTE teams across other regions when required. You will manage your own dedicated portfolio of non‑household customers and will be trusted to plan and prioritise your workload, applying sound regulatory judgement across a varied and dynamic caseload.

The role is well suited to someone who is comfortable working independently and managing their own site activity, while also valuing teamwork, collaboration and shared learning. At times you will be required to remain calm under pressure, assess situations quickly and develop clear, practical action plans in response to incidents or compliance risks.

Key Accountabilities

* Liaise with retailers on behalf of non‑household customers using the JIRA case management system, ensuring service level agreements are met for trade effluent queries, applications and sampling notifications
* Obtain samples and meter readings for control and monitoring purposes in line with pre‑determined schedules and Trade Effluent Policy procedures
* Achieve effective control of trade effluent discharges through the derivation and ongoing maintenance of consents that provide appropriate protection to United Utilities assets
* Monitor trade effluent discharge analysis results including carrying out site‑based testing to ensure compliance with consent conditions and Trade Effluent policy guidelines
* Gather documents and present robust evidence to support recommended legal or enforcement action where breaches of regulations have had or could have an adverse impact on United Utilities, its assets or the environment
* Provide out of hours support in relation to the management of incidents involving trade effluent discharges, contributing to effective and timely incident resolution

Skills and Experience

* Knowledge of trade effluent regulations and environmental law with a strong regulatory and policy‑focused mindset
* Ability to use Word and Excel with knowledge of JIRA, TEMS, WALTO, OMS and Access systems
* Experience of working within the United Utilities Health and Safety environment including Airline use
* Strong interpersonal and communication skills with confidence working in a customer‑facing role
* Ability to remain calm, methodical and decisive when working under pressure
* Willingness to participate in the Trade Effluent Standby Rota

Essential Qualifications

* HNC or BSc or equivalent in Chemistry or a relevant scientific discipline
* Full UK driving licence is required as the role involves travel using a company‑provided vehicle

Why This Role

This is an opportunity to become part of a friendly, professional and highly motivated Trade Effluent team that values collaboration, competence and doing the right thing. You will take ownership of your own portfolio of traders, working closely with non‑household customers to drive compliance and support the achievement of key market performance targets.

The role offers flexibility in how and where you work, allowing you to balance site visits, investigations and relationship building with efficient remote portfolio management. You will play a vital role in protecting wastewater treatment infrastructure, safeguarding the environment and promoting a healthier, greener North West. There is also the opportunity to be directly involved in incident response, where your actions can make a tangible difference and contribute to effective enforcement outcomes when required.

* 26 days’ annual leave (rising to 30 after four years) plus 8 bank holidays
* Competitive pension with up to 14% employer contribution and life cover
* Up to 7.5% performance‑related bonus and recognition awards
* Company‑funded healthcare plan
* MyGym discounts – savings on gyms and digital fitness
* Access to Best Doctors, Salary Finance and Wealth at Work
* Retail deals and discounts
* Employee Assistance Programme and mental health first‑aiders
* Enhanced parental leave

If you are motivated by regulation, environmental protection and meaningful impact and you are ready to take ownership in a highly trusted, customer‑facing role we would love to hear from you.
