10 Month Contract with A local Authority
PURPOSE OF THE JOB
To assist in the delivery of Waste Service infrastructure projects across the County, ensuring the County Council fulfils its role as Waste Disposal Authority effectively, efficiently and within budget.
The post holder will support the development, maintenance and delivery of waste infrastructure including Waste Transfer Stations (WTSs), Household Waste Recycling Centres (HWRCs), closed landfill sites and new waste facilities. This includes effective project, risk, performance and asset management, ensuring compliance with Health & Safety legislation, Environment Agency permitting requirements, Construction (Design and Management) Regulations 2015 and relevant planning and procurement legislation.
KEY DUTIES AND RESPONSIBILITIES
* Assist in the delivery of waste infrastructure projects including Anaerobic Digestion Plants, HWRCs and WTSs.
* Identify maintenance issues across existing waste sites and contribute to the development of a strategic asset maintenance plan.
* Design, procure and supervise maintenance and improvement works using asset management principles.
* Develop, manage and maintain the Waste Infrastructure Asset Management Plan.
* Manage the maintenance of waste infrastructure and design engineering solutions to operational issues.
* Manage the Waste Revenue Maintenance Budget of up to £1m, ensuring effective cost control and value for money.
* Monitor, review, control and report on projected and actual outturn costs of works.
* Assess tenders, evaluate prices and appoint contractors and consultants.
* Ensure procurement activity complies with the Public Contract Regulations 2015 and the County Council’s Contract and Procurement Procedure Rules.
* Supervise capital construction sites under NEC3/NEC4 contracts and provide corporate updates on progress.
* Act as Supervisor under NEC works contracts on major waste infrastructure projects, with full responsibility for site supervision.
* Act as Principal Designer’s Representative for Lincolnshire County Council under the Construction (Design and Management) Regulations 2015.
* Carry out safety and condition inspections at five Waste Transfer Stations and eleven Household Waste Recycling Centres.
* Be part of the out-of-hours emergency on-call rota for WTSs and HWRCs.
* Operate a wheeled loading shovel when required.
* Produce engineering designs and solutions for issues across waste facilities.
* Interpret and check designs and calculations prepared by others to ensure compliance with relevant standards, regulations and guidance.
* Produce engineering drawings using AutoCAD.
* Prepare drainage design calculations and layouts using the Windes Drainage Design software.
* Produce Flood Risk Assessments using Windes software.
* Carry out surveying and setting out for engineering works.
* Prepare, submit and manage Planning Applications under the Town and Country Planning Act for proposed waste facilities.
* Work with internal teams including Economic Development, Highways and Property Services to identify land for waste projects and manage land acquisition and legal instructions.
* Represent Waste Services in relation to public accident claims at HWRCs, including attendance at court where required.
* Write, publish and maintain standing technical advice for external consultants relating to the design and construction of waste infrastructure projects.
* Work collaboratively with district councils through the Lincolnshire Waste Partnership to ensure seamless delivery of waste services across the County.
REQUIREMENTS
* Member of the Institution of Civil Engineers or an equivalent technical institution
* Qualified to a minimum level of IEng or EngTech in Civil Engineering
* Minimum of 3 years’ experience carrying out safety and condition inspections
* Minimum of 3 years’ experience managing minor works maintenance projects
* Minimum of 3 years’ experience developing capital projects, including complex site design and innovative solutions to achieve best value
* Minimum of 3 years’ experience in contract or partnership management delivering frontline and back-office services
* Experience of negotiation and working with external bodies on behalf of a local authority
* Minimum of 3 years’ experience applying NEC3/NEC4 contracts in project delivery
* Experience in identifying, planning and delivering site maintenance works
* Minimum of 3 years’ experience estimating works and professional fees
* Experience of operating a wheeled loading shovel
* Experienced practitioner in the use of the Windes Drainage Design software
* Experienced practitioner in the use of AutoCAD drafting software
* Experience preparing and submitting Planning Applications under the Town and Country Planning Act 1990
* Minimum of 3 years’ experience producing designs compliant with the Construction (Design and Management) Regulations 2015
* Minimum of 3 years’ experience in engineering design and calculations with detailed applied knowledge of relevant standards and guidance (including Eurocodes, DMRB, Manual for Streets, BS5489, SuDS Manual, etc.)
* Minimum of 3 years’ experience carrying out surveying and setting out for engineering purposes
