The Torbay area, also known as the English Riviera, is a truly remarkable place. Those who live here know how naturally inspiring it is; those who visit get just a glimpse of why this UNESCO Global Geopark is one of Earth’s extraordinary destinations. Torbay is one of the National Lottery Heritage Fund's Heritage Places, a programme of sustained investment into the bay to assist in the promotion and protection of our local heritage and culture and its connection with residents and visitors to Torbay.
We’re looking for an experienced Project Officer, who would like to enhance the Culture & Events team within the Torbay Heritage Place Programme.
What you'll be doing:
* You’ll manage and lead on a range of projects (which can be complex) focused on Culture & Events under the Torbay Heritage Place Programme.
* You’ll prepare contractual documents and project briefs related to Torbay Heritage Place projects as developed by the Culture & Events team.
* You’ll undertake detailed project management, including planning, scheduling and tracking of project timelines, budget spend, and milestones using appropriate tools and reporting.
* You’ll assist in the delivery of the Torbay Culture Strategy and other programme and projects relating to culture and heritage.
The post is full time for 24 months and is fully funded by the National Lottery Heritage Fund through the Torbay Heritage Place Programme.
This post meets the requirements of the Public Services Network (PSN) and therefore will require a Basic Criminal Record Check. This will show any unspent convictions and conditional cautions.
This position is for a fixed term of 24 months from the start date.
Interviews are expected to be conducted during the week commencing 08th June 2026.

Skills
* The ability to work to conflicting deadlines and prioritise work using own initiative.
* The ability to work effectively with a team, co-ordinating projects and demonstrating effective time management skills.
* The ability to produce and maintain high quality and accurate records and reports.
* Able to manage and monitor projects ensuring they remain within budget.
* The ability to plan, co-ordinate, and facilitate a range of events open to the public.
Knowledge
* In depth knowledge of marketing and communication; the ability to write persuasively, with a high degree of fluency.
* Up to date knowledge of a range of computer systems i.e. the ability to use software packages such as Microsoft office (Including Office 365, Teams Project).
* Working knowledge of Social Media platforms and ability to confidently share and promote materials.
* Full understanding of budget setting and monitoring processes.
* Effective project management skills e.g. the ability to track budgets and prepare reports.
Experience & Qualifications
* Proven experience of managing the successful delivery of complex projects.
* Experience of organising a range of community and stakeholder engagement events.
* Marketing, Communications and Website experience.
* Experience of managing a range of complex projects in the arts/heritage/cultural sector.
* Educated to Degree level or equivalent standard.
