We are looking for an initiative-taking and dependable individual to take on the role of Parish Clerk and Responsible Financial Officer for Tuddenham St Martin ; a small, friendly rural village near Ipswich, Suffolk. This is a flexible, home-based position averaging 5 hours per week (20 hours per month). You will need to attend around five Parish Council meetings each year, usually held on the first Tuesday of alternate months at 7:30pm in the village hall (March, May, July, September and December), plus the occasional extra meeting if urgent matters arise (e.g. planning applications). You will play a key role in supporting the work of the Parish Council – keeping things running smoothly behind the scenes, managing communications, and ensuring financial and legal responsibilities are met. Salary will be based on the National Association of Local Councils (NALC) pay scale and is dependent upon your qualifications and experience. Main duties include but are not limited to: Being the point of contact for the Council, dealing with all correspondence; consulting with the Council as appropriate. Preparing Parish Council meeting agendas and reports, attending meetings to take minutes, advise the Council on procedural matters and present a Clerk’s update. Implementing Council decisions made at meetings. Liaising with stakeholders such as District and County Councillors Guiding the Council on legislation Ensuring our website is up to date Administration of the Council’s finances including the annual accounts (for internal audit and the AGAR), annual budget, bank reconciliations, VAT, PAYE and ensuring accounts are up to date, accurate and payments are processed as and when required (once approved by Council). Responsibility for annual consideration of insurance, risk assessments and reviews of the Council’s policies and making recommendations to the Council. As the successful candidate, you will be able to show you understand the role of Parish Councils in local government and possess good interpersonal, organisation, communication, IT and numeracy skills. An understanding of basic accounting and a good knowledge of Word and excel is essential, and prior experience is an advantage; but clerk training through Suffolk Association of Local Councils would be supported by the Parish Councillors.
