Job Summary

The post holder is called upon to support the Deputy Head of Financial Accounting across a wide range of functions.

The successful individual will be responsible for maintaining the Trust's Asset Register, assisting with capital monitoring and reporting and maintaining the Trust's Losses system within strict Welsh Government guidelines.

The base will be agreed on recruitment and there are flexible working arrangements for staff to work remotely.


Main duties of the job

To assist with the planning and production of the Trust's annual statutory published accounts, to meet all current recognised accounting standards and statutory requirements, undertaking a key role in preparing and producing high quality working papers within accounts payable and the balance sheet areas.

To lead and co-ordinate the All-Wales NHS TMS organisational process for Expenditure and Payables in respect of agreement of balances for the Welsh Government periodic exercises that support year end balances.

To act as the primary lead contact for the full range of Losses and Special Payment issues.

Update the monthly records for losses and special payments in order to draft the monthly WRP returns for submission within strict deadlines.

The post holder will be expected to directly support the delivery of the capital agenda in the setting and monitoring of the capital programme and associated financial plans and will be expected to deputise for the Deputy Head of Financial accounting in their absence.

Person Specification

Qualifications and Knowledge
* Part Qualified (CCAB) Accountancy Qualification or equivalent knowledge and experience
* Educated to degree level in relevant subject (e.g. accountancy or financial discipline) or equivalent level of experience of working at a similar level
* Association of Accounting Technician qualified
* Management qualification (e.g. ILM) or experience of staff management
* Evidence of continuing professional development
Experience
* Extensive finance experience with experience within the NHS, public sector or large private sector organisations
* Experience or awareness of finance matters within an NHS Trust
* Experience of working within established financial controls and procedures
* Experience of analysing and interpreting detailed complex information in reports
* Experience delivering to tight deadlines
* Experience of using Oracle Financials and QlikSense system (or a similar system)
* Previous experience of staff management and leadership with the ability to develop others
* Experience of communicating effectively and confidently both verbally and in writing both internally and externally on all areas of the role
* Extensive experience of using financial accounting and spreadsheet packages
Desirable
* Previous experience of NHS Finance
