Role and Purpose
This role covers a fixed term of 12 months to cover the secondment of the substantive post holder, providing and managing an efficient business support service to Early Help under the direction of the Early Help Manager. The role includes efficient administration of Children’s Centres and Early Help premises, liaising with relevant agencies, ensuring service delivery and working flexibly across the locality to meet service needs.
Principal Accountabilities
* Promote and safeguard the welfare of children, young people and/or vulnerable adults.
* Manage an effective business support service to Early Help services across a local area.
* Undertake administrative duties to ensure effective, efficient running of the Early Help premises, liaising with agencies/providers of services and goods.
* Provide line management and supervision to admin and ancillary staff, ensuring efficient and effective work.
* Provide line management and supervision of the caretaker, ensuring efficient premises maintenance.
* Recruit and support a volunteer team.
* Monitor relevant budgets, arrange contracts for equipment and services in compliance with the HCC Corporate Procurement Rules.
* Use Microsoft Office and HCC bespoke systems to perform administrative duties in an accurate manner.
* Maintain financial documents and records for accurate budget monitoring.
* Prepare for and produce accurate minutes from complex and confidential meetings.
* Co‑ordinate monitoring procedures in line with Hull City Council requirements, support all Early Help staff on Liquid Logic IT systems, collate and input information, producing timely reports.
* Monitor and evaluate Early Help activities, recording data in accordance with data protection legislation.
* Promote Early Help services via Facebook, texting, email, noticeboards, and provide excellent customer service in partnership with parents and children.
* Actively contribute to the development of the Early Help Strategy, working collaboratively as a member of the team.
* Fulfil health and safety responsibilities under the Health and Safety at Work etc. Act 1974 and the Council’s Corporate H&S policy, including personal responsibility for health, safety and wellbeing of staff and the post holder.
Compensation and Benefits
* Salary: £26,824.00 – £29,064.00 per annum.
* Local Government Pension Scheme (LGPS).
* Annual Leave: Initially 23 days, increasing with length of service (8 public holidays and 3 additional days off). One day off in May/August and one during the Christmas/New Year period.
