Have you got a background in auditing, designing and implementing CCTV/surveillance systems? Are you interested in building better processes for managing CCTV/surveillance systems?
If so, you might be interested in applying for the role of Information Governance and Surveillance Officer in Legal and Democratic Services.
The purpose of this post is to:
* act as the council's Business Partner for CCTV/Surveillance
* support the Data Protection Officer in their role as Senior Responsible Owner for CCTV/Surveillance.
As the council's Business Partner for CCTV and Surveillance, you will be responsible for:
* developing the council's approach to complying with the Biometrics and Surveillance Camera Commissioner's Code of Practice and published guidance from the Information Commissioner's Office
* creating the council's CCTV and Surveillance Framework including risk assessments, procurement, standards, policies, procedures, training/communications and asset register
* providing specialist advice/guidance on:
* risk to the council's Senior Information Risk Owner (SIRO)/Data Protection Officer (DPO) in their role as Senior Responsible Officer for CCTV and Surveillance
* procurement/installation of CCTV and Surveillance to Services, Capital Programmes, Building Advisors and Facilities Management
* completing the annual Data Protection Audit for CCTV and Surveillance, and developing an action plan for delivering identified improvements
* providing assurance on a CCTV and Surveillance compliance in the Senior Information Risk Owner (SIRO) Annual Report
* being the single point of contact with the Biometrics and Surveillance Camera Commissioner/Information Commissioner's Office on regulatory matters
This role is agile combining home working with office-based working at any of the council's offices:
* South Lakeland House, Kendal
* Voreda House, Penrith
* Craven House, Barrow
* Parkhouse, Carlisle
Who we are looking for…
We are specifically looking for applicants who have experience in:
* auditing/designing/managing CCTV/Surveillance systems in large local authorities (including Body Worn Cameras, biometrics)
* providing advice/guidance to a variety of stakeholders
* applying best practice to the development of systems, policies and procedures
* designing training/communication programmes
You must have the ability to explain complex legal concepts to a variety of audiences, using appropriate communication channels and techniques, and have experience of problem solving and innovative thinking.
You will be self-motivated, adaptable, flexible and able to manage your time effectively. The ability to work in a pressurised environment, manging complex priorities and responding to competing deadlines is essential.
Ideally you will have experience of working in a large local authority and/or knowledge of local authority governance. A commitment to delivering the best possible service for the benefit of our residents and clients, is required. You must have good IT literacy skills and an ability to use electronic resources for the purpose of research is critical. You must be able to drive and travel independently between remote locations.
Other duties will include dealing with a range of matters including providing advice to officers and elected members, advising on legal implications in Committee, Council and Cabinet reports, attending Council Committees and working groups as required.
