The Bank spends approximately £300m annually on third-party goods and services via contracts procured through the central Procurement Division. This expenditure covers a wide range of categories, including innovative technology, payment systems that handle over £675bn daily, maintenance activities for a Grade 1 listed building, and specialized contracts for printing and distributing banknotes.

To enhance leadership and coordination of the Bank's commercial activities, a Strategic Category Management (SCM) approach is being adopted. This involves creating a new team that collaborates with business areas responsible for the Bank's strategic spending. The team will need to understand business needs, supplier markets, market trends, and benchmarking to develop category strategies aligned with the Bank's overarching objectives. These strategies will guide activities across the Procurement Division.

We are seeking a Market Analysis and Benchmarking Manager to be a key subject matter expert within this team. This role reports to the Head of Strategic Category Management and will be responsible for:

1. Conducting detailed benchmarking of the Bank's strategic contracts, identifying sources of benchmarking data, and determining how to collate, assess, and report this information to inform the Bank's commercial decisions.
2. Collaborating with the Strategic Category Management team to identify market data needed for developing category strategies.
3. Working with commercial colleagues and stakeholders to report on the performance of category plans and the success of the strategic category management initiative.
4. Developing and delivering guidance and training on data analysis for strategic category management to managers and procurement staff.

Key capabilities include translating complex data into meaningful insights, strong analytical skills, proficiency in Excel, and experience working with complex market and supplier data to inform strategic planning. The role also requires the ability to manipulate benchmarking data and compare it with contractual information.

Desirable criteria include knowledge of Public Sector Procurement, experience in sourcing alternative market data, reporting to senior leadership, understanding different contract methodologies, and excellent organizational and communication skills.

The role expects the holder to act in line with Bank of England behaviors such as acting inclusively and earning trust, and to demonstrate customer focus, business acumen, and evidence-based decision-making.

Regarding working arrangements, the Bank promotes flexible working, with a target of spending at least 40% of time in the office. The salary range for this role in Leeds is £46,320 - £52,110, complemented by a comprehensive benefits package including pension, performance awards, flexible benefits allowance, annual leave, private medical insurance, and income protection.
