Job Description Location: Hybrid Working – Minimum 1 day per week on site Clearance: Current and active DV or SC / DC clearance required Working Pattern: 9‑Day Fortnight Contract Type: Task‑Based Assignment About the Role We are seeking an experienced DC Cleared Project Manager with a strong background delivering projects within Government environments. The role focuses on supporting the initiation of projects and programmes, enabling successful passage through Portfolio Entry controls and early‑stage delivery governance. You will work at the earliest point of the project lifecycle—exploring complex, ambiguous business problems; shaping strategic proposals; and developing robust business case materials that secure investment approval and Standing Approval. This is an excellent opportunity for a Project Manager who thrives in conceptual stages, enjoys investigative problem‑solving, and can bring structure and clarity to high‑stakes, strategically important initiatives. Key Responsibilities Project & Programme Initiation Coordinate and lead pre‑Concept studies to investigate a problem or opportunity presented by the business. Translate ambiguous needs into defined scope, schedule, and cost windows. Explore and articulate the full solution space, including strategic options and delivery approaches. Determine the most appropriate delivery methodology for proposed initiatives. Ensure alignment with organisational strategy and support prioritisation across the wider Portfolio. Portfolio Entry & Governance Support the application of Portfolio Entry controls and early lifecycle governance. Prepare and deliver high‑quality initiation artefacts, including: Business Cases Stakeholder Maps Project Categorisation Forms Handover & Skills Transfer Ensure all outputs are completed to standard and formally handed over to the Portfolio Entry team prior to exit. Transfer knowledge, insights, and documentation to internal AWE stakeholders. Location Requirements Hybrid role with at least 1 day per week on‑site Occasional short periods of full‑time attendance may be required for classified initiatives. Site passes required for access to CACS facilities. No access to external (non‑AWE) IT systems on site. Mobilisation & Demobilisation Mobilisation to begin within 25 days of Tasking Order approval (as per MSA KPI 2). Demobilisation must be completed before the specified End Date, or within 3 days for early termination. Full skills and documentation handover required prior to exit. Experience & Skills Required Mandatory Minimum 2 years’ experience delivering projects in the Concept phase of the lifecycle. Demonstrable experience delivering projects within Government environments. Prior exposure to early‑stage project shaping, initiation, and business case development. Preferable Experience writing business cases for complex and ambiguous problems. Proposal Management background and/or relevant chartership (APM, PMI, etc.). Demonstrable skills in Portfolio Management and understanding of Portfolio prioritisation. Additional Details Travel & Subsistence: Not required. Secondary Locations: None.
