Overview
Oxford City Council are seeking to recruit an experienced Disrepair Surveyor to manage and resolve legal disrepair claims efficiently, ensuring properties meet housing health and safety standards and residents receive timely and high-quality repairs. This role requires strong technical expertise, legal awareness, and excellent communication skills to protect the organisation from liability while maintaining customer satisfaction.
Responsibilities
* Manage disrepair cases from initial claim through completion, including specification preparation and compliance checks.
* Carry out comprehensive property inspections and manage remedial works to address all issues, ensuring compliance with statutory standards and supporting a proactive, risk based approach to property maintenance.
* Conduct full property inspections (occupied homes, leased/managed stock) to assess damp, mould, condensation, water ingress, and related defects (building fabric, ventilation, heating, drainage, structure).
* Diagnose root causes of issues such as rising/penetrating damp, poor ventilation, cold bridging, and usage-related problems, applying building pathology principles.
* Prepare detailed technical reports with photographic evidence, annotated drawings, moisture/thermal data, schedules of works, cost estimates, and specifications for remedial works.
* Ensure all works comply with Housing Health and Safety Rating System (HHSRS) and Homes (Fitness for Human Habitation) Act requirements.
* Maintain accurate case records and provide timely updates to internal stakeholders.
* Review and interpret expert reports, letters of claim, and survey findings
* Prepare detailed specifications and schedules of works using Schedule of Rates (SOR) codes.
* Produce cost estimates and monitor budget adherence.
* Liaise with contractors, operatives, and internal teams to ensure timely delivery of works.
* Monitor quality standards and resolve issues within agreed OCC timescales.
* Negotiate variations within delegated authority and ensure cost control in line with OCC financial procedures.
* Provide technical evidence and professional advice for court proceedings when required.
* Provide technical evidence and reports to support legal teams in managing disrepair claims.
* Ensure compliance with statutory obligations and internal governance.
* Communicate clearly and empathetically with tenants and leaseholders.
* Keep residents informed of progress and expected timelines.
* Ensure properties are restored to safe, habitable standards promptly.
* Stay up to date with housing legislation, government guidance, and industry best practice.
* Ensure all works meet regulatory requirements and internal policies.
* Contribute to continuous improvement initiatives to reduce recurring disrepair issues
