Tidewater Community College has served South Hampton Roads – both students and employers – for 50 years. It has grown from 1 campus into a regional educational and economic force. TCC is the largest provider of higher education and workforce services in Hampton Roads, enrolling nearly 28,000 students in 2019-20. Founded in 1968 as a part of the Virginia Community College System, Tidewater Community College (TCC) services South Hampton Roads with 4 campuses in Chesapeake, Norfolk, Portsmouth, and Virginia Beach, 7 regional centers and 2 important cultural institutions. The college had 3,203 graduates in 2019-2020, 40 percent of whom pursued degrees that would let them transfer to 4-year institutions. Of South Hampton Roads residents enrolled in higher education 36% enrolled at TCC. TCC’s institutional accreditation is affirmed through 2027 by the Southern Association of Colleges and Schools Commission on Colleges.
Under the direction of the Financial Manager for Grant Accounting, the Grant Accountant is to provide college-wide financial management, reporting, and supportive services for externally funded sponsored programs, grants, contracts, sub-awards, and subcontracts in compliance with federal, state, VCCS, and college regulation, policies and procedures. Ensure appropriate application of AICPA and GASB reporting standards. Serve as the financial liaison between external agencies and internal departments to ensure timely resolution of grant-related financial issues. To manage and oversee business processes and financial transactions related to the support, recording, compliance, and reporting of sponsored programs by reviewing and approving all goods and services prior to obligation. To ensure accurate posting to general ledger; manage appropriations, allotments and cash; reconcile financial information; prepare internal and external budget and financial reports.
Serve as a resource to the college community by responding to inquiries and providing professional guidance and training in the areas of grants, contracts, sub-awards, subcontracts, and budgeting to ensure compliance with governance and regulatory bodies to provide accurate and transparent data to all stakeholders. The position interprets and applies Generally Accepted Accounting Principles (GAAP); American Institute of Certified Public Accountants (AICPA) and Governmental Accounting Standards Board (GASB) standards; federal and state rules and regulations; Virginia Community College System (VCCS) and college policies and procedures; and implements best practices required to ensure compliance, prevent financial loss and maintain college goodwill.
To perform duties required for this position, the employee requires functional access to the Administrative Information System and other internal and external systems outlined in the Position Requirements section.

Functional Responsibilities: · Work with stakeholders, prepare financial reports in accordance with sponsor guidelines and internal reporting guidance. · Closeout grants within prescribed timelines in accordance with CFR 200.344 and/or other sponsor requirements. · Provide budget oversight by monitoring and approving expenditures in accordance with sponsor agreements, federal, state and college policies and procedures. · Manage cash in accordance with Cash Management Improvement Act. Prepare Daily Cash report and draw requests, monitor and record receipt of revenues. · Record accounts receivable transactions in the Grant Accounts Receivable Database, perform required due diligence, and prepare the Quarterly Accounts Receivable Report by established due date. · Provide pre-award review of grant and contract proposals to ensure accuracy of financial data and compliance with regulations, policies and procedures. · Provide training to Project Directors and other personnel. · Assist management with other related duties and special reports. Minimum Qualifications:
· Considerable knowledge of generally accepted accounting principles and fund accounting· Demonstrated ability to apply and adapt established accounting methods to a variety of financial transactions and reports· Demonstrated ability to interpret complex policies and make good sound decisions.· Good organizational skills· Experience using integrated financial reporting systems· Demonstrated ability to assemble, analyze and prepare financial reports and statements involving a variety of financial data from various sources· Ability to prioritize multiple tasks to meet stringent deadlines· Ability to work well independently· Demonstrated ability to research, investigate, analyze, reconcile, and evaluate data· Effective verbal and written communication skills· Ability to interpret and apply policies to financial data· Advanced skills in word processing, spreadsheet, and database software· Good interpersonal skills and ability to collaborate with a wide range of constituentsAdditional Considerations:
· Experience using Oracle Peoplesoft, Administrative Information System and/or Commonwealth of Virginia Cardinal System· Experience using eVA Procurement System· Advanced training in grant/contract accounting, indirect cost plans and federal cost principles· Knowledge of and work experience applying the Cash Management Improvement Act to effectively manage federal funds· Experience with governmental accounting and or grant and contract accounting in a higher education environment
