What we are recruiting for:
We are currently recruiting for a Senior Commercial Manager for a major MOD construction project located in Gloucester. The Senior Commercial Manager is responsible for all commercial and financial elements on a high value, complex construction project through pre-construction, delivery and final accounts stages.
Roles & responsibilities:
1. Procurement of the project in accordance with approved strategy, ensuring that orders are fully scoped, bought at best value and are correctly contracted in accordance with limits of authority
2. Liaising and communicating with the Client team in accordance with the Contract
3. Converting the Project to an NEC4 Option A Contract for Construction
4. Procurement and preparing contracts for execution for Early Works and Surveys, in line with limits of authority.
5. Managing supply chain relationships to ensure a consistent and coordinated approach to procurement
6. Robust implementation and management of commercial, legal, insurance and risk controls of the Project (including but not limited to OLi and PMTR/PID’s)
7. Accurate commercial reporting and contract administration. This includes (but is not limited to) interim payments, management of change accounts, cashflows, final accounting and contract administration
8. You will ensure that the project is delivered in a safe, timely, efficient and sustainable manner, whilst achieving project targets, meeting client expectations and enhancing the reputation of the business
9. Procurement of work packages in line with the Project Procurement Strategy
10. Conversion of the project from preconstruction to construction
11. Communicating and liaising with the Client team in accordance with the contract
12. Administration of the NEC4 Contracts
13. Production of Tender Recommendation Reports and Contract Sum Analysis
14. Preparation of Subcontracts for execution in line with limits of authority
15. Understand and apply commercial & financial procedures and reporting systems
16. Maintains detailed prelim forecasts and actual costs and intervenes were negative trends identified
17. Management of bonds, PCGs, warranty insurances and associated risks
18. Management of cost, value and profit
19. Reports accurately to the monthly forecast final account
20. Procures robust packages with an understanding of package interfaces
21. Manages cash flow to the benefit of the project and business
22. Supports the project manager to manage project risk and opportunities
23. Manages the change process in accordance with the contract
24. Demonstrates skills in the avoidance and defence of claims
25. Prepares bid documentation to ensure a fully defined tender
Experience & background:
26. Degree in Quantity Surveying or other construction related degree
27. Holds or working towards RICS or CIOB
28. Experience working for a reputable main contractor as a commercial manager or quantity surveyor
29. Tendering subcontract works packages of medium to high value
30. Able to prepare subcontract documentation ready for engrossment by external parties
31. Advanced word-processing, Excel spreadsheet packages and fully conversant with BIW
32. Good understanding of building technology / construction methods
33. Ability to read drawings and construction design information
34. Valuing interim applications
35. Agreeing site variations
36. Preparation of internal monthly cost reports / cost to complete forecasts
37. Measurement and valuation techniques
38. NEC4 Contract experience and knowledge
