Background Standards Regime The Borough Council established a Standards Committee in 1999. The Localism Act ('the Act') received Royal Assent in November 2011. The Act makes fundamental changes to the system of regulation of standards of conduct for elected and co-opted members of local authorities. Changes came into effect on 1 July 2012. From July 2012 the Council adopted its own code of conduct, consistent with the Nolan Principles, by which the conduct of their members will be judged. Scrutiny Following the introduction of the Local Government Act 2000, Nuneaton and Bedworth Borough Council moved to an Executive decision-making model which means that rather than the full Council of 38 Councillors making the decisions, authority was given to a Cabinet of 6 Councillors to make the majority of decisions for the Council. In order to ensure that these 6 Councillors conducted business in a right and proper manner, a system of checks and balances was put in place in the form of scrutiny. The role of the scrutiny members is to oversee the decisions made by Cabinet, help it form and review policies to keep them current and where appropriate, recommend new ways of addressing local issues. The Council is now looking for 4 people who are independent and politically impartial of the Council.
