Overview
This General Engineer position is responsible for the comprehensive management of real property projects at a military installation. This includes the design, planning, programming, budgeting, and execution of new construction, renovations, and improvements to facilities and infrastructure, with a particular focus on utility systems. The incumbent will oversee construction contractors to ensure adherence to contracted specifications and schedules, utilizing a strong knowledge of general engineering and architecture. In addition to project management, the role involves providing consulting services, data collection and analysis, and ensuring compliance with all health, safety, and environmental regulations.
Responsibilities
* Handle and safeguard sensitive information in accordance with applicable US and UK laws, rules and regulations.
* Travel by military and/or civilian aircraft and may travel to the US or other country in the performance of official duties or attend necessary training; position may be coded as mission essential.
* Complete a 6-month probationary period.
* Overtime may be required, and other duties may be assigned appropriate to the grade and skill set of the incumbent.
* Communicate effectively both orally and in writing.
* Operate a motor vehicle; a CAT B UK valid driver's license is required.
* May act as project liaison with Defense Infrastructure Organization, Army Corps of Engineers, and other design agencies as required.
* May be required to serve on A&E selection boards.
* Obtain and maintain the appropriate security clearance; UK NATO clearance is required.
* Local National Direct Hire (LNDH) program may be subject to drug testing upon reasonable suspicion, safety mishap or accident testing.
* Work hours are 37.5 hours per week on a fixed schedule (Mon-Fri 08:00–16:30) with potential modifications due to mission needs and flexible working policies.
Qualifications
* Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices; familiarity with architectural and other engineering disciplines.
* Knowledge of a broad range of engineering and construction standards, methods, practices, and techniques; knowledge of health, safety, and environmental requirements; knowledge of environmental principles, laws, and current issues; knowledge of budgeting and fund controls.
* Knowledge of automated data processing concepts, systems capabilities, and budgeting cycles; experience with program planning and budgeting and financial control.
* Knowledge of design techniques and skill in preparing project documentation, including drawings and sketches; ability to convey design concepts and formulate working drawings.
* Ability to plan, conduct and record site/facilities surveys and inspections; analyze results and provide timely, economical solutions.
* Ability to plan and organize work, coordinate with other engineering disciplines and architects; communicate effectively, and maintain good working relationships.
* Qualification Requirements: A degree in an appropriate scientific field plus one year of specialized experience as per the required key skills, or HND/City and Guilds/NVQ Level 5/6 in an appropriate scientific field. Progressively more years of specialized experience are required for qualifications below degree level.
