Job Responsibilities
* Lead skilled, multi-disciplinary teams within a public health sub-division to deliver a public health portfolio.
* Enable, drive, and facilitate an increased Council focus on improving wellbeing outcomes for residents.
* Develop and deliver cost-effective, evidence-informed targeted programmes and interventions in collaboration with communities and partners.
* Act as a change agent to enable delivery of relevant outcome indicators from public health, NHS, and social care frameworks.
* Influence budgets and advocate for change effectively across organizations.
* Lead work across all Council directorates to maximize health improvement opportunities and reduce inequalities in health outcomes.
* Ensure development and maintenance of systems and processes to respond to major incidents, including health protection threats.
* Provide expert public health support and whole system leadership for commissioning and developing high-quality equitable services.
* Utilize information and intelligence systems to underpin public health action across disciplines and organizations.
* Support the training obligations of the directorate, including becoming the Educational Supervisor.
* Inspire commitment to public health outcomes and prevention as a core feature of public sector reform.
* Manage 20-30 staff, including responsibilities for recruitment, appraisals, disciplinary, and grievance processes.
* Manage budgets and be an authorized signatory.
* Participate in the organization's staff appraisal scheme and quality improvement programme.
* Contribute actively to the training programme for Foundation Year Doctors / Specialty Registrars in Public Health.
Person Specifications
* Essential: Inclusion in the GMC Full and Specialist Register with a license to practice, GDC Specialist List, or UK Public Health Register (UKPHR) for Public Health Specialists.
* Desirable: MFPH by examination, exemption, or assessment, or equivalent Masters in Public Health or equivalent.
* Able to influence senior members, including directors and CEOs.
* Ability to lead teams and contribute effectively in teams led by junior colleagues.
* Commitment to work within a political system irrespective of personal political affiliations.
* Experience in delivering successful change management programmes across organizational boundaries.
* Media experience demonstrating delivery of effective health behavior or health promotion messages.
* Experience using complex information to explain public health issues to a range of audiences.
* Strategic thinker with proven leadership skills and operational nous.
* Ability to design, develop, interpret, and implement strategies and policies.
* In-depth understanding of health and care systems and relationships with both local and national government.
* Strong understanding of interfaces between health, social care, and key partners.
