Head of Adult Learning Disability and Autism

Role Overview:

* To lead the strategic and operational development of integrated Learning Disability and Autism services, ensuring that the highest standards of provision are met.
* To provide specialist support across the services of Learning Disabilities and Autism including, giving professional advice and guidance to the organisation in order to meet our statutory requirements and mitigate any risks. This will involve securing clinical / professional advice as appropriate from health.

Key Responsibilities:

* To ensure that the services are Care Act compliant, safe and support people to achieve outcomes that matter to them in their lives. You must also ensure that all other statutory responsibilities including, but not limited to Mental Capacity Act, Deprivation of Liberty Safeguards, Court of Protection applications and the Human Rights Act.
* In line with corporate plan oversee and co-ordinate the service plans for the division/group, including regular evaluation of progress against service plans and agreeing appropriate follow up actions with service managers.
* Foster a high-performance culture within the division/group ensuring efficiencies are maximised across the division and continuous improvement occurs.
* To be accountable for significant budgets, directly influencing the budget setting and long-term financial planning of the division/group and demonstrating value for money in the delivery of its services.
* To provide leadership to the workforce of the division/group.

Key Requirements:

* To provide specialist support across the services of Learning Disabilities and Autism including, giving professional advice and guidance to the organisation in order to meet our statutory requirements and mitigate any risks. This will involve securing clinical / professional advice as appropriate from health.
* Through sound leadership foster a culture where safeguarding of vulnerable adults is primary and positive risk taking underpins safe and responsive service delivery.
* Provide strategic leadership, vision and direction to those engaged in the provision of learning disability and Autism services in Oldham, and to contribute to the overall strategic management and performance of the service.
* Maintain a strategic overview of national policy, new and emerging initiatives and changes to adults social care and the learning disability agenda. Ensure that any introduction, change and update to relevant legislation is planned for in relation to both service delivery and resource allocation.
