Health Improvement Officer Stop Smoking & Skin Cancer Prevention Responsible to: Service Co-ordinator Reports to: Health Improvement Manager Hours: 16 hours per week (Fixed-term to March 2026 with possibility of further extension. Funded by the PHA) Location: 40 44 Eglantine Avenue, Belfast, BT9 6DX Campaign Service/Cause: Health Improvement Remuneration: £28,438 - £30,617 pro-rata (FTE 35 hours) Overall Purpose of Post The postholder will work within the Health Improvement Team to plan, implement and deliver health improvement programmes in line with Cancer Focus Northern Irelands strategic objectives in terms of cancer prevention. They will provide intensive Stop Smoking / Stop Vaping support and advice either on a group or one to one basis and support the delivery of other tobacco related work where appropriate. They will also work with the Skin Cancer Prevention Co-coordinator to plan, implement and evaluate skin cancer prevention programmes. Key Responsibilities To contribute to delivery of the Health Improvement stop smoking / skin cancer prevention work carried out in conjunction with external agencies and partnerships. To facilitate cancer prevention messages to target groups in a variety of relevant settings, with a specific focus on promotion of skin cancer prevention messages to key target groups in NI, e.g. outdoor workers, participants in outdoor sports and leisure activities, children and young people; and provide specialist stop smoking services in youth, workplace, GP and community settings in the Belfast and South eastern areas. To utilise specialist skills to assess the clients motivation and readiness to quit tobacco / vapes, recognising and supporting the client to work through all aspects of nicotine addiction. To provide stop smoking interventions in line with the evidence base and to agreed quality standards, including dissemination of NRT. To develop an ongoing programme of support in partnership with the client, evaluating individual programmes and ensuring clients are followed up in line with the monitoring and evaluation protocol. To provide brief opportunistic advice to members of the public as situations permit, i.e. through liaison with other community services, attending community events e.g. health events. To maintain client confidentiality and ensure the security of client identifiable information in line with Cancer Focus and PHA protocols. To review existing resources and liaise with other internal Departments, external and partners to develop new services and resources. To assist in planning and implementation of training for professionals, and development of appropriate resources. To work with the Health Improvement Manager, Skin Cancer Prevention and the Director of Services to lobby for healthy public policy. To assist in the evaluation of the Services departments work. To provide regular reports to line management and assist in provision of reports to partners and funders including keeping accurate records of services provided and numbers accessing these. To keep accurate financial records and support the Skin Cancer Prevention Co-ordinators work to produce regular project budget accounts. To support the implementation of the Focus NI strategic plan. To market the Health Improvement work with relevant professional groups and target audiences. To represent Focus NI at relevant internal and external meetings, e.g. skin cancer prevention strategy group and its sub-groups. To participate and attend team meetings, cross departmental and training. To undertake any other duties as may required. To promote all aspects of Focus NI and its work. This post may require some evening and weekend work, so an element of flexible working is required Person Specification The below specification shows the essential skills, abilities, and/or qualifications required to be able to carry out the duties of this post. Essential Criteria Qualifications & Experience At least one years experience in a health-related discipline and in the process of completing or having completed a post graduate qualification in Health Promotion / Youth Work; or 5 years experience working in Health Promotion Experience of liaison with a broad range of professionals. Skills Excellent communication skills An ability to achieve objectives and meet agreed deadlines Ability to keep accurate records An ability to work well on own initiative and as part of a team Skilled in the use of basic computer packages, i.e. Word, Excel, and PowerPoint. Other Applicants must hold a full current driving license and have access to the use of a car or some other appropriate form of transport to carry out the duties of the post. Desirable Criteria Qualifications & Experience To have undertaken a recognised Specialist Stop Smoking Training course within the past 3 years Experience of providing Stop Smoking / Health Improvement services in youth / workplace setting Knowledge and/or experience of working on the issue of cancer prevention Project management experience Experience of training professionals Knowledge and/or experience of working on the issue of cancer prevention. Cancer Focus NI will obtain an Access NI Enhanced Adult Barred List check, and/or Enhanced Childrens Barred List check for the successful candidate.
