Commissioning Consultant – HMP Highland

The Scottish Prison Service (SPS) is delivering the new HMP Highland, a purpose-built, 200-space prison on the outskirts of Inverness, designed to operate safely, securely, and sustainably. This state-of-the-art facility will provide a modern environment for both staff and those in custody. As the project progresses through the construction phase, SPS is seeking an experienced Commissioning Consultant to ensure that all building and specialist services are fully completed, compliant, and ready for operational handover.
The ideal candidate will thrive in a dynamic construction environment, having prior experience in large-scale building systems commissioning and coordination, knowledge of electrical, mechanical, and specialist systems, and strong stakeholder management skills.
This is a rare opportunity to play a pivotal role in delivering one of Scotland's most significant new correctional facilities. The Commissioning Consultant will directly influence the smooth transition from construction to operation, working closely with the SPS Project Team and contractors to ensure HMP Highland opens successfully.
