Case Manager (Domestic Abuse) Directorate: Housing & Assets Division: Housing & Homelessness Grade: 9 Location: Dudley Borough DBS Requirement: Enhanced DBS Driving Requirement: Full driving licence with Business Use Insurance Dudley Council is seeking a dedicated and professional Case Manager (Domestic Abuse) to join our Homelessness Prevention & Support Service. The post holder will provide specialist case management for victims of domestic abuse who present to the Council as homeless or threatened with homelessness. Working within the statutory framework of the Housing Act 1996 (Part 7) and the Domestic Abuse Act 2021, you will carry out comprehensive homelessness assessments, make legally sound s184 decisions, and deliver high‑quality customer service at all times. The post includes responsibility for managing a busy and complex caseload and offering guidance to colleagues The successful applicant will be expected to: Undertake homelessness assessments in accordance with legislation, case law and Council policy. Manage a personal caseload, progressing cases in a timely and effective manner. Make robust and legally compliant homelessness decisions under section 184. Provide specialist domestic abuse input and act as a resource for colleagues across the service. Liaise with internal and external agencies to develop coordinated support plans and ensure safe outcomes for service users. Participate in the Out of Hours rota, acting as a single point of contact for homelessness emergencies. Arrange and assess the suitability of temporary accommodation placements. Lead on safeguarding matters, making referrals and working jointly with Children’s Services and Adult Social Care where required. Maintain accurate case records, statements and documentation for potential legal proceedings or multi‑agency reviews. Represent the Council in court, tribunals, public enquiries or meetings as required. Provide training, briefings and support to staff across the Housing Options & Support We are seeking an individual who can demonstrate: Experience Significant experience in customer service environments, preferably within housing or homelessness. Knowledge of domestic abuse issues, safeguarding responsibilities and multi‑agency working. Understanding of homelessness legislation, allocations policy, housing law and welfare benefits. Skills and Competencies Ability to conduct sensitive investigative interviews and produce clear, accurate records. Strong decision‑making skills, with the ability to interpret complex information quickly. Effective negotiation, problem‑solving and conflict‑management abilities. Ability to work independently and as part of a team, managing competing priorities. Clear written and verbal communication skills, including report writing. Qualifications Educated to A‑Level standard (or equivalent) or able to demonstrate working at this level through experience. Willingness to work towards a relevant professional qualification (e.g., housing, social work, counselling). Other Requirements Ability to travel throughout the borough to fulfil the duties of the post. Flexibility to work outside standard office hours as required.
