Role
The Permit Controller is responsible for the effective administration, coordination, and control of the Permit to Work (PTW) system across the Liverpool Bay Carbon Capture Scheme. The role is critical in ensuring that all high‑risk construction and commissioning activities are planned, authorised, executed, and closed out safely, in accordance with project IMS procedures, statutory requirements, and HyNet / LBCCS standards. The role acts as the focal point for permit planning, SIMOPS control, and work authorisation on a complex, multi‑contractor, safety‑critical CCS infrastructure project.
Key Responsibilities
* Permit to Work Management: Own and administer the Permit to Work system in line with United Infrastructure / project IMS procedures
* Ensure permits are raised, reviewed, approved, issued, suspended, revalidated, and closed out correctly
* Confirm all permit prerequisites are in place prior to authorisation, including RAMS, isolations, certificates, and competency checks
Planning & SIMOPS Control
* Coordinate multiple work activities to manage SIMOPS, interfaces, and work conflicts
* Verify scope, location, duration, and constraints of permitted works
* Liaise with Construction Managers, Supervisors, and Permit Receivers to align sequencing and controls
Site Assurance & Compliance
* Carry out site inspections to verify permit conditions are being complied with
* Suspend or revoke permits where conditions change or controls are compromised
* Ensure permits are only issued for works the Permit Controller is competent to oversee, in line with competence management requirements
Stakeholder Coordination
* Work closely with SHEQ, Construction, Engineering, and Subcontractor teams
* Act as a key interface between Permit Issuers, Permit Holders, and Site Management
* Support audits, inspections, and compliance reviews related to PTW arrangements
Documentation & Records
* Maintain accurate permit registers and records
* Ensure permits and associated documentation are correctly displayed, stored, and archived
* Support continuous improvement of PTW processes and site safety culture
Typical Activities Covered by the PTW System
This role will routinely manage permits covering high‑risk activities including (but not limited to):
* Hot works
* Confined space entry
* Excavations and breaking ground
* Work on or near live assets
* Electrical and mechanical isolation works
* Pressurised systems
* Lifting operations and crane lifts
* Working at height
* Hazardous substances and pipeline works
Essential
Required Experience & Competence
* Proven experience operating as a Permit Controller / Permit Coordinator on major construction or infrastructure projects
* Strong working knowledge of Permit to Work systems and safety‑critical controls
* Experience in multi‑contractor, high‑risk environments (pipelines, energy, utilities, heavy civils, or process industries)
* Ability to interpret RAMS, isolation plans, and method statements
* Strong communication skills with the confidence to stop work when required
Desirable
* Experience on energy, gas, hydrogen, CCS, or COMAH‑regulated projects
* Familiarity with SIMOPS management on linear infrastructure projects
* Experience working under Development Consent Order (DCO) frameworks
Qualifications
Essential
* CSCS (appropriate management or technical card)
* PTW / Authorised Person training
Desirable
* NEBOSH Construction or General Certificate
* Confined Space and Isolation Authority training
