The salary for this position is £52,047 - £57,125 based on a 36 hour working week.
We have two 12-Month secondment Team Manager posts in available in our Youth Offer Service. Please discuss with your Line Manager before submitting your application.
The role operates on a countywide basis with a base location at one of our centre hubs across the county nearest to where you live.

About the Service
The youth offer service is a targeted youth work service embedded within our Children's Adolescent Service.
The service works with the most vulnerable and at-risk young people and groups who fall into the Targeted & Intensive Support categories of Surrey's continuum of support.
The service's goal is to provide relational based youth work interventions to strengthen our young people's existing plans, improve life chances and reduce escalation to more expensive and intensive statutory services such as Youth Justice, Childrens services, and Mental Health services.
Intervention is delivered through timebound targeted group work, targeted community-based projects, targeted outreach programmes, emotional wellbeing drop-ins and one to one work.
Youth work is delivered with a focus on the identified outcomes from the referrer and gaining accreditation (AQAs), employability skills, and developing personal, social & emotional skills to build resilience & promote re-engagement.
Our Youth Offer Service has four distinct core intervention areas:
10. Emotional Wellbeing and Mental Health interventions (CYP Haven Programme)
11. Targeted project-based vocational skills interventions
12. Targeted Group Community based interventions
13. ENGAGE Police Custody intervention of High risk & vulnerable young people
About the Role
We are seeking to appoint two youth work experienced, enthusiastic, and committed Team Managers to join our highly innovative and motivated 'Child First' Youth Offer service. The Team Manager holds a number of key responsibilities including:
14. The Management and development a team of youth workers, developing a strength based, trauma informed approach to relational youth work practice, to support and improve personal, social and emotional outcomes for young people preventing escalation further into statutory services.
15. The coordination and management of countywide projects and intervention programmes of delivery. Including the coordination and oversight of all consultations, referrals & enquiries. including the overview and breakdown of data.
16. The triage, allocation and when required, immediate response across the county for vulnerable children and young people in crisis.
17. The coordination of the service response to mapping, intelligence and partnership responses to context-based harm to support the Risk and Vulnerability Management and Risk and Mapping meetings.
18. Holding the Designated Safeguarding Lead / Deputy Lead position for the service, with responsibility for coordinating, supporting, and managing responses to all safeguarding concerns involving young people supported by the service
19. The management of key partnership service coordination, overseeing Community Reparation Youth Offer Response initiatives / coordinating ENGAGE Police Custody intervention response.
20. The development of practice including planning, direct intervention, recording & reviewing for children and young people who experience harm outside the home or where there is likelihood of care or custody.
21. Team management activity including undertaking reflective and regular supervision, allocating and prioritising workloads, ensuring case records and care plans are kept up to date in line with best practice and policy and procedures and ensuring responsibility so that all young people are safely and efficiently managed.
Your Application
In order to be considered for shortlisting, your application will clearly evidence the following skills and align with our :
22. A professionally recognised qualification in youth & community work (JNC‑validated), social work, teaching, or a relevant discipline at Level 5/6 or above.
23. Significant experience working directly with young people, including in supervisory or management roles.
24. Strong leadership skills, with the ability to coach, support and performance-manage staff.
25. Confident application of statutory guidance (e.g. Working Together to Safeguard Children 2023, Keeping Children Safe in Education 2024) in practice.
26. Experience managing complex safeguarding scenarios (e.g. contextual safeguarding, extra-familial harm, CSE/CCE, radicalisation) and contributing to multi-agency panels.
27. Proven ability to build and maintain effective multi-agency partnerships across social care, police, health, education, and the voluntary sector.
28. Skilled in resolving conflict and navigating challenging situations using restorative and trauma-informed approaches.
29. Experience coordinating countywide interventions, managing resources strategically, and assessing interpersonal risks.
30. Ability to deliver professional consultations, triage referrals, and coordinate appropriate service responses.
31. Experience representing services at partnership panels and contributing to collaborative decision-making.
32. Strong organisational skills, with the ability to plan and manage workloads under pressure.
33. Excellent communication skills, both verbal and written, including presenting to boards and drafting court statements.
34. Ability to provide reflective supervision and clear managerial oversight that supports safeguarding and staff wellbeing.
35. Confidence in engaging local networks and external agencies in work with young people.
36. Proficiency in ICT, including Microsoft Office and web-based applications.
